- Tactical Operations K9 Integrated Vest and Camera System Requirements: In order to be successful in meeting U.S. Marshals service (USMS) safety goals, mission needs, and Standard Operating Procedures (SOPs) while deploying Tactical Operations K9 Teams (TK9 Teams), the following requirements for the purchase of two (2) K9 integrated vest and camera systems need to be met. - A 2 vest platform (1 ballistic vest & 1 light weight harness style vest) that has an integrated back camera mounting capability. - After award, the vests need to be custom fitted in person to each K9 at a site designated by the U.S. Marshals Service. - The vests needs to have the capability to quickly attach to a personnel harness for extractions and other operational needs (i.e. K9 vest / harness attaches to backpack style h-harness worn by the handler). - The vests need to be capable of silent operation (i.e. no metal leash connection points). - The vests need to be capable of emergency extractions by air support (i.e. medical evacuations). - The vests need to be capable of quick donning (on and off) by handlers or operators under high stress and during high risk deployments. - The capability to interchange the vest mounted camera to another vest in a matter of seconds under high stress and during high risk deployments. - The camera needs to be capable of high definition transmission to a gear mountable monitor which needs to come with the camera system. - The camera needs to be waterproof and sealed. - The camera needs to operate in varying temperatures. - The camera needs to be Infra-Red (IR) capable with no red glow indicator. - The camera and battery combined weight is not to exceed two (2) pounds (lbs.). - The camera system needs to have the capability to transmit the high definition signal through multiple layers of concrete walls. - The camera system needs to be capable of transmitting encrypted signals between camera and monitor. - The camera system needs to be capable of video out for recording when necessary or required. - The camera arm needs to articulate a full 180 degrees and enable dog full confined area access and regress. - The camera arm incorporates solid stainless steel reinforced pivot point with positive positioning at 90 degrees. - The vests and camera systems need to have a guarantee/warranty and the ability to have replacement parts for warranty and non-warranty care. - Prospective vendors can either provide an on-site demonstration or send a fully functional sample for testing and evaluation by USMS personnel. - Demonstrations are to be scheduled between July 11, 2016, and July 15, 2016. - Only U.S. Marshals Service canines will participate (as necessary) in vendor demonstrations. No vendor canines will be allowed on-site. - Samples are to be received no later than July 11, 2016 for testing and evaluation. - Shipping and site address for sample/demonstation will be provided to prospective vendors once solicitation closes. - Vendor quotes are due by solicitation close date. Quotes should include a description of guarantee/warranty for vests and camera systems. - Award will be based on lowest price technically accepted.
