Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to issue a modification to contract N00019-16-C-0027 for the Phase II Integration of the RADAR OEM (Selex ES Ltd.) Osprey 30 RADAR consisting of completion of the integration design, Systems Engineering Technical Review (SETR) events associated with the integration design, modifications to Tactical Control System (TCS) software baseline required for the integration of the Selex ES Ltd Osprey 30 RADAR into the MQ-8C Fire Scout System and support of Test and Evaluation activities from Raytheon Company, Dulles, VA. This action is being awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon Company is presently the only qualified source with the unique knowledge of the TCS design, system architecture and technical expertise required for the development of new capabilities or the integration of existing software modules within the required timeframe. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
