- Description
- Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a contract for the completion of the integration design, Systems Engineering Technical Review (SETR) events associated with the integration design, modifications to Fire Scout software baselines required for the integration, Fire Scout Hardware-In-The-Loop Formal Qualification Testing/System Integration Testing, A-kit fabrication and installation, and ground and flight test of the Original Equipment Manufacturer (OEM), Selex ES Ltd Osprey 30 RADAR into the MQ-8C Fire Scout System to Northrop Grumman Systems Corporation - Aerospace Systems (NGC-AS), San Diego, CA for the MQ-8C Fire Scout Unmanned Air Vehicle. The proposed contract action is for the integration of the OEM RADAR into the MQ-8C Fire Scout which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGAS is the sole designer, developer, manufacturer, and integrator of the MQ-8C Fire Scout, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
