Description
The U. S. Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Contract for a Portable Precision Machining Center for the M777A2 Howitzer to York Portable Machine Tools, 1641 17th Ave, Campbell River, BC, CAN V9W4L5. PM-TAS requires the procurement of two (2) Specialized Portable Precision Machining Centers, with options for 3 additional units for the M777A2. The unit consists of three parts: a computer controlled power unit, able to precisely control speed; a right angle translating gear box, and a machining bit able to cut through the Titanium and leave a perfectly polished, perpendicular hole without burrs or cracks. Each part can possibly be obtained from one or more vendors, however, none, aside from York, can supply all three parts as an integrated unit. Only York has the capability to manufacture and integrate all the components of a portable precision machining center able to fulfill the requirement of removing material from areas of the cradle that are impossible to access without disassembly of the gun. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals.
