Background The Farm Services Agency (FSA) has approximately 2,200 IBM AS 400 series 9406 Model 170s containing four hard drives per machine (Disk Drive Model #6717), located in 2,182 locations across the United States, including Guam, Puerto Rico, Hawaii and Alaska. There are approximately 277,982 AS400 tapes and 65,345 server tapes in the same locations. FSA's AS400 Platform is near its end of life and it is anticipated that all AS400's will be shut down within this calendar year. The AS400 hard drives and associated tapes contain confidential and/or Personally Identifiable Information (PII) and data destruction must meet or exceed NIST 800-88 standards. To effectively achieve disposal and/or destruction of such data there must be a well-defined process and chain of custody accompanied by detailed reporting to support the processes, chain of custody and verification of data destruction. Detailed reporting of the chain of custody that provides the necessary accountability and reporting to meet industry best practice is required. B. Objective The objective of this contract is to collect the AS400s, and the System 36 and server tapes and destroy the hard drives, data and server tapes in accordance with NIST 800-88 standards and FSA Policy in an secure and orderly fashion. All materials will be recycled and or discarded in accordance with federal, state and local laws and regulations. Transport of the AS400s and tapes from the pick-up point will be the responsibility of the contractor.
