- Statement Of Work (SOW) Request for Information/Sources Sought: DOL-MSH-16-R-0012 Regulatory Analyst Services Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Labor (DOL), Mine Safety and Health Administration (MSHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Responses shall be limited to socio-economic status certification information and Capability Statement information containing relevant experience only. Responses shall be submitted electronically and limited to a maximum of 3 pages not including certification information. Requirements: MSHA is engaged in several significant rulemakings that include, but not limited to, a final rule that will addresses the hazards miners face when working near mobile equipment in underground mines, a final rule that revises existing regulations on the criteria and procedures for proposed assessment of civil penalties, request for information published on issues and options relevant to miners' escape and refuge during underground coal mine emergencies and a proposed rule to address miners' exposure to respirable crystalline silica. Develop, review and/or evaluate regulatory text and the text that explains the rule as well as supporting rulemaking materials such as quantitative risk assessments and regulatory economic analyses. In addition editing the regulatory text, the preamble to the proposed or the final rule, the quantitative risk assessment, the regulatory economic analysis, the regulatory flexibility analysis and the estimate of any paperwork burden associated with a rulemaking to address miners' exposure to respirable crystalline silica. The Government anticipates soliciting a Firm-Fixed-Price (FFP), single award, contract for a period of 12 months with two (1) year option periods. The Government intends to set this requirement aside for certified Service Disable Veteran Owned Small Business (SDVOSB) or Historically Underutilized Business Zone (HubZone). The set-aside decision will be made base on the results of the information received as a result of this RFI/SS. RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the SOW any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Request for Information/Sources Sought.
