- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is N63394-14-0065 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88 and DFARS. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. This requirement is a total small business set-aside and only qualified offerors may submit quotes. Naval Surface Warfare Center, Port Hueneme Division intends to enter into a Firm Fixed Price contract for a Large Aperture Scintillometer BRAND NAME OR EQUAL to the BLS2000. The technical specifications are listed below. The requirement can be fulfilled by a commercial off the shelf item, for example BLS2000 or similar item with salient characteristics. Please include all power and USB cables needed to operate the equipment. Large Aperture Scintillometer 1. Dual Disk Transmitter: -Offers extinction/outer scale correction due to conditions of fog, dust, and other aerosols. These fluctuations are highly correlated between our dual disk systems and can be corrected. -Extends measurement range to higher turbulence. -Improves statistical data quality (2 transmitters instead of 1) -Ability to capture crosswind data. Horizontal wind component perpendicular to the optical path can be measured and thus a time lagged correlation analysis is available. -Degradation Time Mean time to failure (MTTF) : 55,00 hours -Maximum optical power : 28 W -Wavelength : 880 nm (Δλ = ± 20 nm) -Beam Divergence : 16° -Pulse Length : 8 ms -Modulation Frequency : 1750 Hz & 2500 Hz -Power Consumption : 2 W - 150 W -Weight: 22 kg -Dimensions: 590 x 330 x 170 mm 2. Receiver: -Diameter: 265 mm -Field of view: 7.5 mrad -Detectors: 2 Si Photodiodes -Sensitive area (1): 15 mm2 -Sensitive area (1): 5 mm2 -Weight: 19 kg -Dimensions: 570 x 480 x 300 mm 3. Signal Processing Unit (SPU): -Measures and calculates the following atmospheric data and parameters: Structure constant of refractive index (Cn2), Fried diameter (r0), Structure constant of temperature (CT2), Turbulent sensible heat flux, Monin-Obukhov Length, Friction velocity, Turbulent flux of latent heat, Crosswind velocity, Pressure, Temperature, Humidity, Wind Speed, and Wind Direction. -Integration Time: 1 min -Data Storage Capacity: Approximately 2 years -Operation temperature range: -20°C ~ +50°C -Power Consumption (including receiver) : 20 W -Weight: 8.0 kg -Dimensions: 330 x 230 x 180 mm 4. Positioning Device: -Positioning device is a standard height at less than 2m -Rapid installation and alignment of receiver with positioning device -Receiver is mounted on a 3 axis-positioning device that comes with a mounted telescope -Rapid installation and alignment of transmitter with positioning device -Transmitter is mounted on a 3 axis-positioning device 5. SRUN Software, Manuals & Cables: -Data evaluation software for a Microsoft Windows based operating system -Measures and calculates the following atmospheric data and parameters (real-time measurements): Structure constant of refractive index (Cn2), Fried diameter (r0), Structure constant of temperature (CT2), Turbulent sensible heat flux, Monin-Obukhov Length, Friction velocity, Turbulent flux of latent heat, Crosswind velocity, Pressure, Temperature, Humidity, Wind Speed, and Wind Direction. 6. Reduction Aperture: -Provides ability to reduce path length of larger aperture down to 500m Inspection and Acceptance is to be at destination with delivery FOB destination, Port Hueneme, CA 93043-4711. New equipment only, no remanufactured or "gray market" items. Quote must be good for a minimum of 60 calendar days after close of buy. Terms are Net 30. It is the responsibility of the offeror to submit offers to the POC at Naval Surface Warfare Center, Port Hueneme Division by the closing date of 08 June 2016 at 5:00 PM Pacific Time. Award will be made to the lowest priced, technically acceptable, responsive and responsible Offeror. This is a competitive LPTA selection in which technical acceptability is considered the most important factor. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offers, shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select ONE contractor for award of this effort.
