Description
SOURCES SOUGHT SYNOPSIS For W9126G-16-R-0848 Structural Burn Trainer Facility Phase I - Goodfellow, AFB, San Angelo, Texas This is a SOURCES SOUGHT announcement only; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a project to Structural Burn Trainer Facility Phase I - Goodfellow, AFB, San Angelo, Texas. Proposed project will be a competitive, C-Type, firm-fixed price contract. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential responsible contractors. The Government is seeking qualified, experienced sources capable of performing the construction for the Structural Burn Trainer Facility Phase I - Goodfellow, AFB, San Angelo, Texas Project Description: Structural Burn Trainer Facility Phase I Project Location: Goodfellow, AFB, San Angelo, Texas Description of Proposed Construction: The construction services required under this contract will require the construction contractor to furnish all construction to complete the building replacement by utilizing corrosion resistant material for construction including all interior walls. Building must be able to take constant water being released from fire hoses. The structure will include four burn rooms lined with high temperature panels throughout the room. The four rooms include a total of four stainless steel burner mock ups and four flameover burners. Four smoke machines will push throughout the facility during training scenarios. High temperature resistant panels (liner) will be installed in the live fire training rooms which will provide the equivalent rating of a four (4) hour wall so training can be conducted in each room independently of each other. Requirement: Provide all required utilities including piping for propane burners. Construction will meet all ATF, EISA Section 438, TCEQ Construction Storm Water Permit, TXR15000 Storm Water Permit, and NFPA 101standards. The proposed contract duration will be one (1) year after notice to proceed is issued. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $36,500,000 average annual receipts over three years. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Description of capability to perform the proposed synopsis, prepare and comply with various environmental documents and permits, and capacity to execute this project with other ongoing contracts. 3. Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 80% complete within the past five years. The past performance information should include project title, location, general description to demonstrate relevance to the proposed synopsis, the Offerors' role, dollar value of contract, and agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is preferred but not required. In accordance with Department of Defense Federal Acquisition Regulation Supplement, DFAR 236.204(ii) Disclosure of the magnitude of construction project, the price ranges for the Project, is between $1,000,000.00 and $3,000,000.00. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. If a large business firm is selected for this announcement they must also comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan.
