- Sources Sought Announcement for Indefinite-Delivery, Indefinite-Quantity (IDIQ) W912GB-16-X-0014 This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU), is conducting market research to determine potential sources having the qualification and experience necessary to perform the described work. 2. NAICS: 238990 - All Other Specialty Trade Contractors 3. PLACES OF PERFORMANCE: 1) Germany 2) Belgium 3) Netherlands 4) Italy 5) Spain 6) Turkey 4. ACQUISITION INFORMATION: NAU anticipates soliciting and awarding one Single Award Task Order Contract (SATOC) in accordance with Federal Acquisition Regulation Part 37. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information requests. Total Value of Contracts: The contract shall not exceed $9,000,000 across the base and all option periods. Performance Period: The contract will include a 12 month base period, and four (4) 12 month option periods for a total contract performance period of five (5) years. Small and Small Disadvantaged Business requirements are waived for this project due to its location being OCONUS. 5. PROJECT DESCRIPTION: The Department of Defense Education Activity-Europe (DoDEA-E) operates schools in Europe for children of US military personnel. An integral part of school facilities are playground installations found at almost every school. These playgrounds require regular maintenance and repair to ensure their safe and functional operation. The contractor shall provide management, labor, quality control, and transportation to perform quarterly inspection, preventive maintenance and minor repairs, annual safety inspections, on-call repairs, relocation of equipment, power washing of equipment, and dismantling, removal and disposal of old equipment to maintain operational functionality, safety and good appearance. All work shall be performed in strict accordance with current maintenance and repair manuals established by the original equipment manufacturers (OEM) and shall conform to standards established for playgrounds by the US Consumer Product Safety Commission (CPSC). See the CPSC Handbook for Public Playground Safety for an introduction to CPSC standards and related ASTM playground standards. 6. SOURCES SOUGHT: The Department of Defense Dependent Education Activity - Europe (DoDEA-E) Program Playground Maintenance Visits, Safety Audits (Inspections), On-Call Repair Services, and Repair and Replacement Parts Europe-wide. 7. RESPONSES: The Capabilities Statement for this sources sought solicitation is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Responses to this Sources Sought shall be limited to 5 pages and include a narrative to answer each of the following questions:  -Name, address, English speaking point of contact, phone number and e-mail address.  -Intent to submit a proposal for this project when it is formally advertised.  -Cage Code and DUNS number.  -Capability to perform a contract of this magnitude and complexity (include offeror's capability to execute maintenance services, comparable work performed within the past six (6) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples that demonstrate: o Capability to work in Europe and whether the capability is in house or not. o Experience working in Europe, specifically the locations of performance.  -Country Preference: The Government intends to award a contract for Germany, Belgium, Netherlands, Italy, Spain, & Turkey; however, if firms are interested in specific countries, it is requested that those countries be stated in the response.  -Offeror's Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration.  -Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
