Description
NASA Kennedy Space Center (KSC) has a requirement for two Real Time Innovation (RTI) Engineering Services Packages (Qty - 2 JB). Each package includes up to 160 hours of on-site premium support to assist with installation, operation, maintenance, and repair of RTI technology to be used during a 12-month term. It also includes travel expenses for up to 4 on-site visits. KSC intends to purchase this service directly from RTI. The engineering support being sought under this purchase request pertains to RTI software products such as Data Distribution Services, Persistence Services and Routing Services. RTI is the sole provider of this product due to its proprietary nature, and thus, any engineering support contract renewals must be transacted through RTI. The RTI design engineer who provides the engineering support has extensive history and knowledge with the Launch Control System (LCS) architecture, thus, providing the team with the support they need to incorporate either configuration changes of the RTI product and/or design changes on the LCS product. Other vendors would not be privy to the specific details regarding changes to RTI products. Therefore, RTI is the only vendor with the expertise to assist in providing these engineering services to the Kennedy Space Center’s LCS program. The Government intends to acquire a commercial item using FAR Part 12 and the simplified acquisition procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 6:00 a.m. local time on June 6, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government.
