- QUESTIONNAIRE (TO BE FILLED OUT AND RETURNED) SOURCES SOUGHT Morón Air Base, Spain COMBINATION AIRCRAFT / STRUCTURAL FIRE TRAINER (CAST) SIMULATOR THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT NOTICE. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. The 496 Air Base Squadron, Contracting Flight on behalf of the 496 ABS, Civil Engineering Fire Department is seeking sources with the ability to design, deliver, assemble and provide training upon completion for a mobile Combination Aircraft / Structural Fire Trainer (CAST) simulator. Interested parties shall be responsible for demonstrating the ability to consolidate all of the following segments into a single connected combination live fire trainer: Aircraft Fire Segment hereinafter referred to as AFS, Control Room Segment hereinafter referred to as CRS Structural Fire Segment hereinafter referred to as SFS. Interested parties must be able to provide a CAST that is mobile, meaning that it does not require in ground construction and is reliant on propane fuel for its operation. The CAST propane system and connections shall be interchangeable with any propane resupply system customarily found in Spain. Historically, the Morón Air Base Fire Department has operated an Aircraft Live Fire Training Facility since 2003. The Fire Department has only operated a single aircraft fire trainer and has used this aircraft fire trainer to complete its structural live fire training requirements. The current Morón Air Base Aircraft Live Fire Trainer has been plagued with mechanical and technical problems that have led to the unit being out of service or left with reduced functionality. The unit has been out of service since November 2015. The CAST system shall support a total of 3,850 to 5,500 training hours annually. Interested parties are asked to self-identify or express interest to charles.hertenstein@us.af.mil, and/or to nigel.prince@us.af.mil utilizing the attached questionnaire. Due to the nature of the requirement, a site visit is deemed not necessary at this time. As an overseas requirement, no small business set-aside will be used.
