Sources Sought Synopsis U.S. Department of Justice Executive Office For United States Attorneys Voice Over IP Services Introduction: The Department of Justice is developing an acquisition strategy for its requirement for Management, Engineering, Technical, System Administration, and Customer Support of the USAVoice system for the Executive Office for United States Attorneys (EOUSA). As part of this process, we are seeking information about small businesses that are capable of providing the services. Please note that this is a market survey for informational purposes only and is not a Request for Proposals (RFP). There is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with the instructions that follow. EOUSA operates an enterprise-class Broadsoft Broadworks-based voice over IP (VoIP) telephony and Unified Communications (UC) solution for the ninety-four (94) United States Attorneys Districts, EOUSA, and other Department of Justice (DOJ) Components, filling a critical business requirement to provide reliable voice communications services. The USAVoice system is comprised of core and edge systems that provide mission-critical voice services to the United States Attorneys Offices (USAO) and DOJ Component users. The USAVoice core systems consist of georedundant Broadsoft BroadWorks softswitches and Unified Communications (UC) components, Oracle/Acme high availability (HA) and standalone session border controllers (SBCs), Zervina CPE management systems, and SIP call recording systems for call centers. Core systems are located in 2 datacenters. Primary production BroadWorks, Oracle/Acme SBC, Zervina and Audiocodes systems are located in Sterling, VA, and secondary production systems are currently located in Columbia, SC. As a result of the Federal Data Center Consolidation Initiative (FDCCI), some existing core USAVoice equipment may be relocated during the term of this contract to a DOJ data center designated as a Core Enterprise Facility (CEF). Edge components consist of Edgemarc SIP gateways, Audiocodes PSTN and analog gateways, Polycom IP phones, and Broadsoft UC soft phone clients. Core USAVoice systems support approximately 27,000 subscriber seats and process over 6 million calls per month. Edge devices are deployed in over 250 geographically dispersed USAO and DOJ Component locations to provide local survivability. Development, user acceptance test (UAT), and production lab systems, which replicate core and edge configurations, are currently maintained in EOUSA's Washington, DC offices. Objective: The objective of VoIP services is to obtain effective program, project and technical leadership and management to ensure successful steady state program execution. Capable vendors must have the ability to provide industry and subject matter expertise, experience, and insight in the areas of enterprise VoIP, telecommunications, and unified communications solutions and solution components. Existing USAVoice system architecture and configuration is balanced between vendor-recommended and industry standard best practices, and USAO organizational needs, security requirements, risk assessment results, and other business drivers. Capable vendors should clearly demonstrate knowledge of current and emerging telecommunications technologies, services and associated costs; industry best practices; and potential implications on the USAVoice system architecture and services. Small Business Contractors interested in submitting capability information shall provide the following information: • Detailed, information about the company's qualifications and experience in providing the required services, within the past three (3) years. These qualifications and experience should address staffing of projects in support of VoIP programs. • All responses shall include a list of up to five (5) past performance contacts for similar projects that are either ongoing or that have been completed within the past three (3) years. Project information shall include the contract number, project description, dollar value, period of performance, current status, and current point of contact information such as name, address, telephone number, and e-mail address. • The Contractor shall reference contracts for which they had primary management oversight, and technical engineering and system administration responsibility to provide steady state service and support for an existing Broadsoft softswitch enterprise voice over IP solution of similar size and scope to this requirement. • The Contractor shall reference contracts for which they had primary management oversight, and technical system administration and management responsibility for Broadsoft-based voice over IP installation projects of similar size, both in supported seats, and in the number of geographically distributed sites, to this requirement. • The Contractor shall reference experience in providing security Certification and Accreditation for one or more Federal agencies, specifically in the areas of NIST 800-53 control assessments, vulnerability remediation and Plan of Action and Milestone (POAM) management. In addition, the response must: 1) state small business size status (small, 8(a), small disadvantaged, HUBZone, service disabled, veteran owned, woman owned based on the NAICS code identified); 2) identify all existing contracts currently held (GSA Schedule, GWACs, etc) under which these services could be obtained and the associated business size for each schedule, 3) not exceed ten (10) pages, and no less than 10 point font. All responses must be submitted electronically to connie.h.simmons@usdoj.gov and be received no later than June 10, 2016 at 2:00 p.m. local time (Washington, DC). The subject line for email submissions shall be "Request for Information, EVoIP Services." The applicable NAICS code is 517919 with a size standard of $32.5M.
