Amendment to previously posted synopsis to add attachments. ----------------------------------------------------------- SYNOPSIS - OPEN MARKET ITEMS FOR TELECOMMUNICATIONS OPERATIONS AND MAINTENANCE (O and M) SUPPORT The US Government has a requirement to procure Outside Plant O and M support, Inside Plant O and M support, Tech Control Facility O and M support and Voice over Internet Protocol (VoIP) O and M support. The Contractor shall provide secure and reliable, classified and unclassified, voice and data, and messaging services in support of Command, Control, Computer, Communications and Information (C4I), and Electronic Keying Material services (EKMS) for real-world operations and exercises to U.S. NAVSUPPACT Souda Bay, Crete, Greece, its tenant U.S. Navy, Air Force commands, Aegis Ashore Missile Defense Facility AAMDF commands, other Dept. of Defense (DoD) agencies, and NATO units operating within the EUCOM/CENTCOM/AFRICOM Area of Responsibility (AOR). All services, functions and tasks, as described in the Performance Work Statement (PWS) will be performed to fulfill the NCTAMS LANT Detachment Souda Bay and its supporting sites. The requiring activity for this contract is the NCTAMS LANT, Norfolk, VA, acting as administrative Commander for NCTAMS LANT Det Souda Bay, Greece; and AAMDF NSF Deveselu, Romania. The following list outlines the specific areas where contract performance shall take place: NCTAMS LANT Det Souda Bay, Greece AAMDF NSF Deveselu, Romania TNOSC NCTS Naples, Italy. This requirement will be procured via GSA FSS Schedule 70 through RFP N68171-16-R-0020 estimated to be release in June 2016 and includes open market items which are comprised of the following: (1) Maintenance Spare Parts, Repair Parts, Bench Stock, Tools, and Supplies: This includes all depot level repairable (DLRs), Planned Load List (PLL) and non-DLR items. The Contractor shall maintain an inventory originally furnished by the Government and shall be responsible for replacing DLRs and PLLs through Government supply channels. This also includes procurement of consumables required for Outside Plant, Inside Plant, Tech Control Facility, VoIP and Surge O and M support on this contract. (2) Training, Travel, and Per Diem Costs: Travel for this requirement will likely be limited to two trips per calendar year, one in the European Theatre, and one in CONUS for periods usually less than 7 days each to participate in meetings and conferences or to receive training, as required by the Government. (3) Licensing Fees and Licenses: The Contractor shall be responsible for obtaining all licenses, and certificates, including environmental, safety and software, required in the performance of this Contract. Subsequent license renewals are the responsibility of the Contractor on a cost reimbursable basis. The Contractor shall ensure proper operation and compliance with licensing requirements. This synopsis for the OPEN MARKET ITEMS of Solicitation N68171-16-R-0020 will be posted on Navy Electronic Commerce Online https://www.neco.navy.mil with number N68171-16-R-0020. Governments need may be met by a type of service customarily available in the commercial marketplace that would meet the definition of a commercial item at FAR Subpart 2.1.
