***THIS IS A SOURCES SOUGHT NOTICE ONLY**** This is a Sources Sought announcement for purposes of market research in support of architect-engineering services for multidisciplinary projects for U.S. NAVY SUPPORT FACILITY, DIEGO GARCIA, BRITISH INDIAN OCEAN TERRITORY. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose other than market research. Naval Facilities Engineering Command (NAVFAC) Far East, Contract Execution Team, is seeking information on eligible business firms capable of design and engineering services for the preparation of plans, specifications, design analyses, cost estimates, studies, DD1391s, and design-build requests for proposal (RFPs) for Multidisciplinary Engineering projects that may include Architectural, Mechanical, Civil/Structural, and Electrical projects at various locations in Diego Garcia. This may also include Waterfront Facilities, Oils/Fuels Facilities, Power Plant Facilities, Airfield/Aviation Facilities, and Housing. GENERAL INFORMATION: In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. SPECIAL LOCAL REQUIREMENTS: Interested parties are advised that under bilateral international agreement between the U.S. and UK, if the U.S. ultimately decides to issue a Request for Proposals based upon the market research currently being conducted under this Sources Sought notice, any contract awarded for these requirements must be awarded to an offeror that is joint venture exclusively consisting of U.S. and UK firms unless no qualified U.S. /UK joint venture submits a reasonable offer. For any such Joint Ventures, participation by the U.S. member(s) must be no less than 60% of the venture, participation of the UK member(s) must be no less than 20%, and management control of the entire venture must be vested in the U.S. member(s), U.S. firms that are not part of an eligible joint venture will be permitted to submit a proposal but will only be eligible to be considered for award if no reasonable offer is received from any qualified joint venture. The North American Industry Classification System (NAICS) Code for this procurement is 541330, Engineering Services, with an annual size stand of $15M. SUBMITTAL REQUIREMENTS: Interested sources are invited to respond to the Statement of Interest Questionnaire by using the form provided under a separate file, titled Statement of Interest Questionnaire. Interested sources do not need to meet Joint-Venture requirements at this point since this Sources Sought Notice is solely for market research purposes and not a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the Navy ™s market research. However, NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
