- DFARS 252.209-7999 Redacted Single Source Justification Statement of Work Synopsis/Solicitation AFTC/PZRA at Edwards AFB, CA is contemplating an award for the Air Force Research Laboratory (AFRL) on-site X-ray instruments SMART APEX II (serial #2393 and #4018). The purpose of the service contract is to provide timely repair service in the event of malfunction, as well as distribution of part and software upgrades. Preventive and remedial maintenance and other service support performed under this contract include all labor, materials, parts, shipping, and transportation required to perform this contract. Please see attached Statement of Work for full duties for various locations at Edwards AFB, subject to the availability of funds. •(i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a sole source acquisition for Bruker AXS, however all responsible sources may submit a quotation which shall be considered by the Government if received before the response deadline. •(ii) The solicitation number is FA9300-16-M-T002. This a request for quotation (RFQ). •(iii) The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81 and DFARs Change Notice (DPN) 20150420. •(iv) The Product Service Code (PSC) is J066. NAICS is 811219 and the size standard is $20.5M. This acquisition is sole source (see paragraph i above), there is no set-aside. •(v) Contract Line item Number(s) (CLINS) ITEM NO SERVICES QUANTITY UNIT CLIN0001 Service for X-ray instrument SMART APEX II Serial #2393 12 MO Maintenance and service support of SMART APEX II in accordance with Statement of Work (SOW) dated 06 Mar 2016. CLIN0002 Service for X-ray instrument SMART APEX II Serial #2393 12 MO Maintenance and service support of SMART APEX II in accordance with Statement of Work (SOW) dated 06 Mar 2016. •(vi) Description of Requirements: The work consists of, but is not limited to, furnishing all labor, materials, equipment, and supervision required to perform preventative, remedial and emergency service maintenance of SMART APEX II (serial #2393 and #4018) located at the: Air Force Research Laboratory Propulsion Sciences and Advanced Technology Facility 10 East Saturn Blvd. Edwards AFB, CA 93524 Please see the attached SOW for more details on the description of the requirement. •(vii) The Government desires FOC Destination, Edwards AFB, CA for the performance period as detailed in paragraph (v). •(viii) The provision at 52.212-1, Instructions of Offerors - Commercial Items, applies to this acquisition. Provisions and clauses can be viewed through internet access at the Air Force FAR site, http://farsite.hill.af.mil. ADDENDUM to FAR 52.212-1 Instructions to Offerors Commercial Items O fferors shall prepare their quotations IAW FAR 52.212-1, in addition the following shall be included: •· Completed DFARS 252.209-7998 and 252.209-7999 (see attached). Paragraph (b)(1) and (2) shall be marked. The offeror shall sign the bottom of the form and include this document with their quote. •· Offerors may submit quotes via email, please note that maximum file size is 10MB.
