Sources Sought document THIS IS NOT A REQUEST FOR PROPOSAL - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. This is a Sources Sought announcement. The purpose of this synopsis is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative to NAICS 237310-HIGHWAY, STREET AND BRIDGE CONSTRUCTION. Interested Offerors shall respond to this Sources Sought no later than 2:00PM (EST) on June 14, 2016 via e-mail (preferred) to eflhd.contracts@dot.gov or fax 703-404-6217 (Attn: Anthony J. Abate). Please use Subject "DTFH71-16-R-00006 - Sources Sought" PROJECT DETAILS: NP_BLRI_PVT_PRES_FY 16, Blue Ridge Parkway Pavement Preservation. The Blue Ridge Parkway stretches 469 miles connecting Great Smoky Mountains National Park with the Shenandoah National Park. The project is located along Bedford, Rockbridge, Botetourt, Flankin, Floyd, Roanoke and Patrick counties in VA. The project is 91 miles and it extends north of James River Visitor Center (MP 64.5) to south of Rocky Knob Visitor Center (MP 174.6). The work consists of preventive maintenance surface treatment to preserve and maintain Blue Ridge Parkway mainline and adjacent pull-offs. The pavement treatment will consist of one of the following methods: 1) chip seal with fog seal; 2) microsurfacing; 3) ¾" thin asphalt concrete pavement overlay. - Chip seal treatment will consists of an application of asphalt binder with a layer of aggregate chips. In addition to this application, fog seal will be required to hold chips in place and prevent flying chips to damage vehicles. - Microsurfacing treatment will consists of a mix of crushed aggregates, mineral fillers and polymer-modified emulsified asphalt applied with a squeegee or spreader box. - The ¾" thin overlay will consists of 4.75mm nominal maximum size aggregate, with < 0.3 Million ESAL. The existing Parkway consists of a 20' to 22' wide two-lane roadway with no changes in grade or typical sections. The work will also include permanent pavement markings, type L (polyurea) at the centerline and single white permanent pavement markings adjacent to the pull-off areas. A single lane closure with flagger will be used during construction. Official Solicitation will likely be issued October of 2016. Although the exact period of performance has not been determined, the project will begin in Spring 2017 with completion in the Summer/Fall 2017. Offeror's response to synopsis shall be limited to 6 pages and shall include the following information: - Offeror's name, address, point of contact, phone number, and e-mail address, and web site (if any); - Offeror's business designation and socioeconomic sector (eg. Large, Small, 8(a), Woman-owned, Service-disabled Veteran Owned, HUBZone, Small Disadvantaged, etc.); this information will be used to determine whether the Rule of 2 has been met for any particular socio-economic category for set-aside purposes. - Commercial and Government Entity (CAGE) Code and DUNS Number; if a member of a joint-venture or mentor-protégé agreement with the SBA, please provide information on both members of the JV - Contractor's Bonding Capacity - Offeror's interest in bidding on the solicitation once it is issued; - Offeror's capability to meet the requirements including specific equipment and experience with the means and methods described in this sources sought announcement; if a member of a joint venture, the offeror should include relevant information from both members of the JV. - Offeror's ability to perform at least 15% of the effort with its own equipment; - Offeror's capability to perform a contract of this complexity, comparable work performed within the past 5 years, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture, the offeror should include relevant information from both members of the JV.
