Issue Date: June 1, 2016 Response Date: June 10, 2016 Solicitation Number: VA101-16-N-0078 The Department of Veterans Affairs Central Office (VACO) intends to negotiate with Victor 12, Inc. 9719 Camberley, Circle Orlando, FL 32836. The Office of Resolution Management's (ORM) Virtual Learning Series (VLS) The VLS model is an innovative approach to delivering a virtual learning event with the same scope and impact of a large training conference utilizing virtual technologies to achieve specific learning objectives. ORM VLS featured the budgetary efficiencies of virtual training and the economies of a training conference with a social learning component to provide the interpersonal glue found at traditional conferences. The ORM VLS also featured a competency-aligned curriculum of virtual learning and team building events and included applications and practice activities designed to extend the learning beyond the classroom and into the workplace. The courses and their content are intended for EEO Counselors, Alternative Dispute (ADR) and Mediation representatives, Facility EEO Managers, and Human Resources (HR) personnel within VA. Although the VLS was placed on hold, the deliverables, including specific core content, and competency-based curricula, were delivered. Central to the VLS, the ORM EEO Performance Support Solution is an easy-to-use, one-stop shop for easy access to information needed by all employees involved in the EEO complaint resolution process. It was to be integrated into the VLS as a learning resource center and reference tool. Employees who leave training typically have notes, handouts, binders, or presentations as references. The EEO Performance Support Solution replaces these hard copy documents and puts valuable information at the employees' fingertips. The EEO Performance Support Solution will be constantly accessible from the employee's own office computer to provide needed EEO resources within two clicks and ten seconds. Victor12, designed and developed the original prototype for the EEO Performance Support Solution. They own the source files and have the ability to quickly update them and finalize the tool for ORM to deploy. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
