- Press Release Sources Sought (MS Word) THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS. Prime Contractors who intend to submit a bid for this solicitation should submit the following by e-mail to eflhd.contracts@dot.gov or by telefax to 703-404-6217 (Attn: Shirley Anderson) for receipt by close of business (2 p.m. local EST) on June 15, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) Provide a list of road construction projects of equal or greater value and scope to the Veterans Drive (Route 30) project in which you performed widening, pavement reconstruction, seawall, utilities, drainage, signalization, lighting, promenade, and landscape. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. PROJECT DETAILS: DPC-34(1), Improvements to Veterans Drive-Phase 1A (Route 30) This project is located on the island of St. Thomas, U.S. Virgin Islands. This project consists of reconstruction and rehabilitation of 0.52 mile of Veterans Drive. The work includes asphalt pavement reconstruction, aggregate base, hot asphalt concrete pavement, structure excavation, retaining wall, curb and gutter, drainage, utility relocation, traffic signal and street lighting replacement, and other miscellaneous work. Schedule A: Reconstruction and Rehabilitation of Veterans Drive (Route 30). Significant Items for Work Include: Water quality monitoring plan, 2,345 LF of silt fence; 5,164 LF of removal of curb and gutter; 6511 Sqyd of removal of asphalt pavement 3-inch depth; 6511 Sqyd of removal of concrete pavement 8-inch depth; 1233 Cuyd of removal of boulder (riprap); 38,553 Cuyd of select borrow; 38,553 Cuyd of embankment construction; 14,931 Cuyd of structure excavation; 3,279 Cuyd of select granular backfill (wall levelling pad); 4,167 Cuyd of select granular backfill (wall backfill drainage); 40,128 Sqft of retaining wall, concrete block (precast modular block seawall); 14,438 Sqyd of Subbase grading A 12-inch depth; 1889 Tons of Hot asphalt concrete pavement, Marshall Test, Class A, Grading B; 2302 Tons of Hot Asphalt Concrete Pavement, Marshall Test, Class C, Grading D; 623 Cuyd of Structural Concrete Class A (AE) (coping, bollards, and steps); 7,039 Sqyd of sidewalk, concrete 4-inch; 1682 Sqyd of paving, cobblestone (eurocobble); 1,182 Sqyd of paving (brick); 58 Each System Installation, lighting (pole cable distribution system lighting); 1Lpsm Mitigation (triangle reef, coral and seagrass transplant and monitoring). It is anticipated this project will be advertised in Summer, 2016 with construction beginning in Spring 2017 and extending through Spring 2019. Estimated total cost for Schedule A is $30 million to $40 million. A Public Forum will be hosted by the Virgin Islands Department of Public Works at Charlotte Amalie High School Auditorium on June 8, 2016 at 5:30pm for all interested parties.
