- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to the Organization for Safety and Asepsis Procedures (OSAP), 3399 Peachtree Rd, NE, Suite 400, Atlanta GA 30326 for promotion and dissemination services for the Summary of Infection Prevention Practices in Dental Settings: Basic Expectations for Safe Care from the Organization for Safety, Asepsis and Prevention (OSAP). Promotion services will include: assessing the environmental landscape to determine which state dental licensing boards have adopted CDC's Recommendations for Infection Control in Dental Healthcare Settings-2003 as the standard of practice; assess which state dental licensing boards require Continuing Education (CE) credits on infection prevention and control for dentists and hygienists to maintain/renew their state licenses; develop a strategy to institutionalize use of the Summary and checklist; develop a CE training component for the Summary, including a list of questions and an avenue for Dental Healthcare Personnel (DHCP) to obtain CE credits; and provide CDC with a proposal that includes OSAP providing future administration of CE credits for DHCP who take this training. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611710, Education Support Services. The period of performance for this procurement is 12 months. The Organization for Safety, Asepsis and Prevention (OSAP) is the global leader in safety and infection control in dentistry. They are recognized by diverse dental professionals for their critical leadership role and they are well established as a trusted and effective partner in dental infection control. OSAP's many constituents rely on their expertise and branded leadership in this vital public health arena. OSAP has deep rooted existing collaborations with multiple dental and oral health professional organizations. They exclusively focus on strategies to improve compliance with safe dental practices and on building a strong network of recognized infection control experts. No other organization working with dental health care professionals provides the level of expertise and focus on infection prevention in dental health care settings. The Division of Oral Health provides recommendations to guide infection control practices in dental offices. Awareness of these guidelines is critical and compliance with them needs to be more institutionalized. OSAP has an established record of successfully promoting infection prevention and control practices across the range of dental health care settings and with different types of dental health care personnel. OSAP is the organization the majority of dental health professionals will consult for guidance on dental infection control. In addition, as a long standing partner of the Division of Oral Health, they play a critical role in our ability to meet strategic objectives related to improving Infection Control in dental settings. No other potential offerors are considered capable of successfully meeting the desired scope of work. The vendor is uniquely situated as the leader in infection control practices in dental health care settings and is the consulted resource in this field. They have an existing and well established network to implement the scope of work in an effective and cost efficient manner. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Organization for Safety and Asepsis Procedures. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-65232 referenced in the subject line NO LATER THAN June 8, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
