Description
Notice of Intent Project Name: “Think, Analyze, Connect (TAC)/ Midpoint Support” Solicitation Number: HDTRA1-16-R-0029 The Defense Threat Reduction Agency (DTRA) intends to award a contract on a sole source basis to the Boeing Intelligence & Analytics, Inc. (CAGE Code: 3C079) formerly held by The Boeing Company (CAGE Code: 05WL0) for an effort entitled “Think, Analyze, Connect (TAC) and MidPoint Support.” The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. As part of their role in combating Weapons of Mass Destruction (WMD), DTRA is developing a capability for operational planning against WMD threats. The TAC application sorts and searches vast amounts of data, and enables delivery and support for real-time, collaborative analysis and decision-making through persistent data querying. MidPoint allows the user to uniquely customize the extraction of data from distinct sources, transform the data into the desired format, and then loads the data into the proper data storage areas. The objective of this requirement is to provide on-site support personnel to maintain the use of the TAC and MidPoint applications, and to promote the continued integration and use by the analyst team. TAC and MidPoint support contractors must be certified by Boeing. The scope of this effort is to: • Technical Interfacing – Provide/create interfaces to existing data and analytic services, and possibly combine services/data feeds in order to create unique data fusion opportunities. • Assessments – Provide assessments and evaluations of anticipated changes to data handling from, to, or within TAC and MidPoint. • Application Customization – Customize TAC and MidPoint to maximize data manipulation to meet customer requirements and priorities. • Operations and Maintenance – Provide general daily technical support. • Query Point – Develop a data filtering software as a plug-in for MidPoint based on the TAC filtering process. • Analytic Mentoring – Provide daily on-site assistance to users for best use of TAC and MidPoint. • Training – Provide formal and as-needed TAC and MidPoint training. • Program Management – Provide project overview of support efforts to include documentation and interfacing with site management. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
