- The Bureau of Land Management (BLM), California State Office requests the assistance of the Aspen Environmental Group (Aspen) to complete the Desert Renewable Energy Conservation Plan (DRECP) BLM Record of Decision (ROD) and Land Use Plan Amendments (LUPA). The BLM also needs assistance in preparation of internal and external initial implementation materials, and completion of compiling and indexing the DRECP administrative record. These are all tasks that Aspen was under contract, until May 31, 2016, with the California Energy Commission. The contract with the California Energy Commission ends May 31, 2016, and is not being renewed due to the BLM focus of the work for the past year. Aspen entered into the contract with the California Energy Commission in 2009-2010 to work on the DRECP in coordination with two lead state and two federal agencies, including the BLM. No other individual, contractor or organization has the extensive background and familiarity of this project as Aspen. To hire a new contractor, unfamiliar with the complex details, history and process of the DRECP would not be cost effective to the Government (BLM). Only Aspen is familiar enough with the issues, process, and tasks to aid the BLM in completion of Tasks 1-3. Task 1, the completion of the DRECP BLM ROD and LUPA includes continuing (from the California Energy Commission contract) the assembly, organization and assignment of public comments on the proposed ACECs, technical support for response to public comments, support for development of the ROD and LUPA, and distribution of the ROD and LUPA, all within very aggressive timelines set by the BLM. The BLM estimates the total cost for this task is $362,500. Task 2 includes the preparation of initial implementation material for both internal BLM use and education, and external use with the public. Materials may include presentations, large-scale maps, poster boards, fact sheets, and frequently asked questions. Internal BLM and public information material have been provided by Aspen throughout the Draft and Final process. The BLM estimates the total cost for this task is $62,500. Task 3 entails the continuation of (from the California Energy Commission contract) the compiling, organizing and indexing of the administrative record. The BLM estimates the total cost for completion of this task is $62,500. Under FAR Part 6.302-1, if only one responsible source and no other supplies or services will satisfy agency requirements and there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by the unique supplies or services available from only one source or only on supplier with unique capabilities the government can enter into a non-competitive contract. Estimated cost were based on the existing California Energy Commission contract $487,000, In the interest of economy and efficiency, Task 1 ¿ 3 are an logical follow-on to an original contract and is anticipate to be fair and reasonable cost to the Government.
