Description
This SYNOPSIS will be changed and solicited as W912EF-16-R-0039 in the very near future. This current SYNOPSIS will be deleted. SYNOPSIS: Construction Project: Lower Granite Lock and Dam JFF Phase 1(b) Outfall Relocation This will be a firm fixed-price construction contract located at Lower Granite Lock and Dam in Pomeroy, Washington. Estimated construction magnitude is between $5,000,000 and $10,000,000. Performance and payment bonds (100%) will be required. The full onsite work window, to include the pre-work and post-work checks, is expected to be 01 Jan 2017 to 01 March 2017. See solicitation for details. DESCRIPTION OF WORK: The purpose of this work is to construct the final length of the Outfall pipe at Lower Granite Lock and Dam, Pomeroy, WA. The USACE Walla Walla District has a requirement from the Lower Granite Lock and Dam Juvenile Fish Facility for furnishing and installing the following: 11 piers; (5 feet diameter each; roughly 70 feet long), and will require about 600 feet of 36 inch pipe (the last 160 feet has a corrugated liner); a walkway and handrail along the length of the outfall pipe; a bird deterrent sprinkler, piping and pump; a kelt tank truck ramp, fencing revision, and gate addition; as well as connecting pipes from the Juvenile Fish Facility (JFF) to the new discharge pipe. The majority of the work is in/above the water. Piers will be installed as drilled shafts from a floating plant. The work is located at the Lower Granite Juvenile Fish Facility, Garfield County, Washington All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with OSHA and State Regulations, EM 385-1-1, and ASSE/SAFE A10.32 and ASSE/SAFE Z359. The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. Miscellaneous work within the project includes the delivery of As-Built Drawings to the customer. Request for Proposal No. W912EF-16-R-0008 will be posted to the FedBizOpps (FBO) website approximately near the end of May 2016. Bids will be due no sooner than 30 calendar days after the solicitation is issued. When issued the solicitation documents for this project will be available at https://www.fbo.gov. The solicitation is 100% set-aside for small business concerns. The small business size standard for NAICS 237990 is no more than $36,500,000 in average annual receipts.
