Description
One-on-One Communications with Industry - Guidance FACILITIES/LOGISTICS INDUSTRY DAY SYNOPSIS The National Aeronautics and Space Administration's Lyndon B. Johnson Space Center (NASA/JSC) plans to conduct a joint Facilities and Logistics Contracts Industry Day on Wednesday, June 15, 2016, at the NASA/JSC Gilruth Recreation Center. The presentation to industry will be held from 8:30 AM - 11:00 AM Central Daylight Time (CDT) in the Alamo Ballroom. The Government will provide a follow-on Site Tour of relevant buildings/locations at JSC from 1:00 PM - 6:00 PM CDT. Due to space limitations, no more than two (2) representatives per Company/Team, per Contract will be allowed on the Site Tours. Currently badged and access granted personnel at JSC may utilize their own transportation. There will be two (2) separate tours, one (1) for Facilities and one (1) for Logistics, to be conducted as follows: - Bus loading at 12:45 PM under the canopy of the Gilruth - Representatives attending the Site Tour must be a US Citizen (NO EXCEPTIONS) - No photography or video of any kind is permitted inside of NASA JSC facilities. One-on-One sessions are scheduled for both Facilities and Logistics on Thursday, June 16, 2016, from 8:00 AM - 6:00 PM CDT, excluding a one (1) hour lunch break from 12:00 PM - 1:00 PM, at the Gilruth, with Friday and the following Monday - Friday available as necessary during the same hours. One-on-One sessions will not exceed 25 minutes in length and attendance is limited to three (3) representatives per Company/Team, per Contract. Scheduling of One-on-One appointment times will be on a first-come, first-serve basis. No recording devices are permitted during the Industry Day presentation or One-on-One meetings. Following the instructions below, please RSVP by 5:00 PM CDT, June 13, 2016. All One-on-One communication opportunities will be conducted in person. CONTRACT DESCRIPTIONS: NASA/JSC is planning to re-compete the contract requirements for both the Facilities Support Services and Logistics Operations Contracts. Products and services provided by these contracts are as follows: Facilities: - Facility Maintenance and Repair - Facility Operations - Engineering and Construction - Information Technology Support - Environmental Support - IDIQ Support Services Logistics: - Project Management - Supply Management - Office Furnishings - Moving and Hauling Services - Property Management - Redistribution and Utilization - Packing and Shipping Services - Inbound Freight Services - Vehicle and Fleet Management - IDIQ Support Services The primary goals of these contracts are to provide the highest quality products and services in all areas of Facilities Management and Logistics Operations to NASA/JSC and its associated sites and facilities in Houston, TX. (Ellington Field (EFD), Sonny Carter Training Facility (SCTF)), as well as White Sands Test Facility (WSTF) in Las Cruces, NM, and other areas as specified. Information concerning the Facilities and Logistics procurements and schedules may be viewed at the following respective websites: http://procurement.jsc.nasa.gov/fac and http://procurement.jsc.nasa.gov/log. INDUSTRY DAY NOTES: Industry Day is open to firms interested in pursuing contracting opportunities on either the Facilities or Logistics procurements, regardless of whether prior work has been performed at JSC. All interested parties are encouraged to participate in the Industry Day. There is no limit to the number of personnel that may attend the Industry Day presentation at the Gilruth Center. The current Facilities Support Service Contract was open to all parties for competition. The current Logistics Operations Contract was a Small Business set-aside. To register for Industry Day, Site Tours, and One-on-Ones, please provide responses to the requested information at https://baforms.typeform.com/to/U8WnFI by 5:00 PM CDT, June 13, 2016. A confirmation email will be sent to acknowledge your reservation and provide directions to the Gilruth Center. All questions pertaining to the Industry Day shall be submitted electronically in writing via the Anonymous Questions to the Contracting Officer feature on the Facilities and Logistics websites. Questions are due no later than 5:00 PM CDT, June 13, 2016. INDUSTRY DAY GOALS: The goals of Industry Day and One-on-One sessions are to: 1. Provide information on the current contracts. 2. Promote competition on the Facilities and Logistics acquisitions. 3. Share the Government's current vision for the Center Operations Directorate and its Contracts. 4. Provide industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the Facilities and Logistics procurement strategies. 5. Allow NASA/JSC to better utilize industry input to improve the future Request for Proposals (RFPs). A 60 minute Question and Answer Session will follow the Industry Day presentation. The Government encourages offerors to submit written questions and comments electronically via the Facilities/Logistics websites or in person during Industry Day. The Government will respond officially to all written questions submitted by posting them to FBO and the Facilities/Logistics procurement websites. Verbal questions will be answered during Industry Day, though responses to verbal questions will not be considered official, and will not be answered on the website portals. It is the Government's expectation that all verbal questions received from Industry shall be followed up in writing. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings with individual companies in conjunction with Industry Day. All One-on-One communication opportunities will be conducted in person. The purpose of these meetings is to provide industry with the opportunity to better understand the requirements of the Facilities and Logistics Contracts, and to allow industry an opportunity to provide input regarding the procurements. The meetings are intended to be question and answer sessions. Attendees should not prepare or present any formal presentations or proposals during Industry Day or the One-on-One sessions. Any company may request a One-on-One session. Guidance for conduct during the One-on-One sessions is attached to this posting. Offerors are responsible for monitoring these websites for any changes. Participation in Industry Day and One-on-One sessions is recommended but not required. Participation is also not a pre-requisite for proposal submission, and will not be considered during the evaluation process. No solicitation exists; therefore, do not request a copy of the solicitation or submit a proposal. If a solicitation is released it will be synopsized on the Federal Business Opportunities Website.
