- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work. Responses to this announcement will be used by the Government to make appropriate acquisition planning decisions. This announcement is to seek qualified 8 (A) Small Business firms interested is submitting potential Certified Registered Nurse Anesthetists (CRNAs) at a Department of Defense Level 1 Trauma Center, under the North American Classification System (NAICS) Code of 621399, Office of All Other Miscellaneous Health Practitioners. The Small Business Administration's size standard for NAICS 621399 is $7,500,000.00. The Department of Anesthesiology, San Antonio Military Medical Center (SAMMC) and the US Army Graduate Program in Anesthesia Nursing (USAGPAN), Army Medical Department (AMEDD) Center and School, Health Readiness Center of Excellence (HRCoE), Fort Sam Houston, Texas, have a requirement for 25 CRNAs and one (1) Clinical Anesthesia Instructor. The Contractor shall provide CRNAs services at San Antonio DoD Military Treatment Facilities, primarily at SAMMC--Level 1 Trauma Center and AMEDD. The majority (greater than 80%) of anesthesia services shall be performed in the area of emergent and non-emergent surgical anesthesia. A minority of anesthesia service (less than 20%) may be performed on functions that directly support anesthesia patient care. This anesthesia direct support services include but are not limited to preoperative clinic, pain management, sedation analgesia program management, infection control, hospital education, process improvement, nurse anesthesia training, and research. CRNAs: These positions have been designated as Emergency Essential Personnel and shall be required to report to work in accordance with military treatment facility policies. The contract CRNA shall possess qualifications meeting or exceeding currently recognized national standards as established by the Joint Commission (JC), the American Association of Nurse Anesthetists Council on Accreditation, and the USAGPAN affiliate university. The contract CRNA shall perform in accordance with established principles, practices, and ethics of the nursing anesthesia profession and written policies, procedures, protocols, and requirements of the MTF. The standards of performance for all contract CRNAs shall reflect the degree of care, skill, and learning expected of a reasonably prudent CRNA. Services provided under this contract shall be as comprehensive as Government-supplied facilities, equipment, and support services permit. The contractor shall have CRNAs available to provide services Sunday through Saturday from 0001 to 2400 daily (i.e., 24 hours per day, seven days per week) as required by the schedule established in accordance with the performance work statement. The schedule may include week days, federal holidays, training holidays, and weekends. The CRNAs should anticipate working an average of one (1) to two (2) weekends per month. The CRNAs shall not work at another institution within the eight (8) hour period prior to his/her assigned shift at SAMMC. Unplanned or unannounced work schedule changes may be required with the concurrence of the contractor. The CRNAs will be required to provide services for various shifts that include eight (8) ten (10) twelve (12) sixteen (16) and twenty-four (24) hour shifts. Each shift includes a 30 minute meal break that is not paid by the government. Duty hours are expected to average 40 hours per week and may occasionally exceed 45 hours per week. The CRNAs will provide anesthesia services for a minimum of 1920 (160 Monthly) work hours and up to a maximum of 2208 (184 Monthly) work hours over a 12-month period. Minimum and maximum hours include federal and training holidays worked, with no carryover of hours from one FY to the next FY. The Clinical Anesthesia Instructor: The Clinical Anesthesia Instructor must have graduated from an accredited Doctor of Nursing Practice (DNP) program and will participate on Capstone Project committees in support of students meeting Doctor of Nursing Practice curriculum requirements. These duties will require administrative days per USAGPAN Policies and Procedures. The Clinical Anesthesia Instructor shall be available to support the MTF Operating Room five days per week, Monday through Friday, except for those days that are required by USAGPAN Policies & Procedures to be used as administrative days or call shifts in accordance with the schedule provided by the Phase 2 Director. The performance work statement will list tasks that the Clinical Anesthesia Instructor will perform with a student registered nurse anesthetist. The Clinical Anesthesia Instructor should anticipate working an average of one weekend per month. At no time will any scheduled shift exceed sixteen (16) hours per shift in a twenty-four (24) hour period. The Clinical Anesthesia Instructor shall not work at another institution within the eight (8) hour period prior to his/her assigned shift at the DoD treatment facility. The Clinical Anesthesia Instructor will provide anesthesia services for a minimum of 1920 (160 Monthly) work hours and up to a maximum 2160 (180 Monthly) work hours over a 12-month period. Minimum and maximum hours do not include federal and training holidays. Total hours reported (work hours or federal holidays) are expected to average at least 40 hours per week up to 45 hours per week and rarely exceed 55 hours during one week. Unplanned or unannounced work schedule changes may be required with the concurrence of the contractor. Each shift includes a 30 minute meal break that is not paid by the Government. There will be no carryover of hours from one FY to the next FY. The Clinical Anesthesia Instructor is contracted for 48 weeks per year, allowing 4 weeks of the year to be used as Personal Time-Off (PTO). This PTO is excluded of federal holidays and can be used for vacation, sick time, CEU, funeral leave, etc., at the discretion of the contractor and shall be coordinated with the USAGPAN Phase 2 Director. The Clinical Anesthesia Instructor will receive 10 federal holidays (80 hours) and will not receive any compensation for training holidays or additional federal holidays/time off authorized by the Government. Absences shall not be taken without mutual agreement between the contractor and the USAGPAN Phase 2 Director.
