- Amendment #17 Solicitation VA101-15-R-0165 Questions and Answers 1. Section 6.4.6 (6) Room Temperature Control - Will VA consider removing PACT Exam Room, General Treatment and Women's Health; Clean Preparation and/or Storage Room from the individual room control list and allow them to be conditioned per the standards of (7) (8) & (9) or move these extra zone controls to a lump sum item? Answer: All room Temperature Control needs to comply with the current ASHRAE 170-2013 and VA TIL HVAC Design Manual for New, Replacement, and Renovation of Existing VA Facilities if a conflict exists between the two then the VA TIL HVAC Design Manual and any addendums must be followed. 2. Section 6.7.8-9 - Will the VA consider the elimination of the generator or a reduction in the 24 hour fuel requirement as systems on the life safety branch could easily be powered by batteries and there are no procedures being performed on site that would leave patients incapable of self- preservation? Answer: No, VA requires the generator with the fuel requirement of 24 hours, as stated in the solicitation. 3. Section 8.1 - Will the VA consider paying the cost of utilities directly? Answer: No, the lessor is responsible. 4.Section 7 of the Development Approval Letter requires the developer of Tract 5 to pay for 50% of the extension costs of Fairway Meadow or to install the portion that abuts the north property boundary. Will the VA consider paying for the offsite improvements (Fairway Meadow Drive) as a lump sum? Answer: No, see paragraph 5.8 for the lessor's responsibilities to include off-site improvements in the proposed rent. 5. Section 2.2.1 Price Evaluation What is the current discount rate for Present Value to evaluate the real value of rent today? Answer: The discount rate is available White House Circular A-94, Appendix C. at weblink: https://www.whitehouse.gov/omb/circulars_a094/a94_appx-c To find the discount rate, you look at the rates for your lease term (assumedly 20 years), and subtract the real interest rate from the nominal interest rate. For a 20-year term, the discount rate is currently 2.0%. Offerors should round up to the nearest tenth for 15 year term. Offerors should be advised that the discount rate in effect at the time of lease award will be utilized for purposes of price analysis and OMB scoring. ---END OF QUESTIONS AND ANSWERS--- All offerors identified within the competitive range must acknowledge receipt of this amendment in order to be considered responsive, see attached Acknowledgement of Receipt form, which includes acknowledgement for amendments #17.
