- Draft Solicitation DRAFT SOLICITATION: Mission and Installation Contracting Command (MICC) - Fort Eustis, Fort Eustis, Virginia, anticipates awarding a competitive Multiple Award ID/IQ hybrid contracts with Time-and-Material (T&M), Labor-Hour (LH), and Cost CLINs to provide culturally based foreign language education, training, evaluation and sustainment to enhance the security of the nation here and abroad for the Defense Language Institute Foreign Language Center (DLIFLC) Washington Office (DLI-W) in support of DoD personnel. The anticipated period of performance will be a twelve (12) month base period and four (4) one-year option periods. There will be two suits for this requirement. The first suite will consist of the Category A languages that will be 100% small business set‐aside. The second suite will consist of the Category B languages, Mobile Training Teams (MTTs), and Curriculum Development, which will be full and open competition. This is a posting of the DRAFT SOLICITATION for this requirement only, and NOT the actual solicitation. The anticipated solicitation posting date will be on or about 30 June 2016. The applicable NAICS code is 611630 - Language Schools, which a small business size standard is $11M. No paper copies of the solicitation will be issued. All documents including the solicitation, W911S0-16-R-0001, and all amendments to the solicitation will be obtainable via the Federal Business Opportunities, www.fbo.gov. Contractors are strongly cautioned to check the website periodically for amendments. All questions and recommendations on how this draft solicitation can support industry better is strongly recommended. The question and recommendations period will end on 15 June 2016. All questions will be answered when the ACTUAL SOLICITATION Questioning Period closes.
