NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: 663-16-1-6163-0006Date of Notice: 06/02/2016 Contracting Officer: DIANA CURLClosing Date: 07/01/2016 This notice will appear for 30 days from above date. ****************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Seattle, WA, requires services, non - personal, for performance analysis of human or animal DNA/RNA provided by the investigator to the Medical Genomics Laboratory to include quality control analysis, library construction, target enrichment, next generation sequencing, and instrument time. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1)(i). The authority for restricting competition on this procurement is under 41 U.S.C Code 1901, as implemented by FAR 13.106-1(b)(2) for acquisitions of commercial items pursuant to FAR Subpart 13.5 to the University of Washington due to the University having established affiliate agreement with the Puget Sound Healthcare System and these services meet the definition of section 6(h) in VA directive 1663. Section 6(h) of the directive states VHA may enter into non-competitive Healthcare Resource contracts with an affiliated academic institution. The work accomplished by the contractor will provide technical support to VA Program merit review projects not available at VA. Dr. Tsuang previously completed the Next-Generation sequencing analysis on a schizophrenia program, and on an exome sequencing program in addition to additional subjects. Work for this project will include performance of analysis of human or animal DNA/RNA provided by the investigator to the Medical Genomics Laboratory to include quality control analysis, library construction, target enrichment, next generation sequencing, and instrument time. The work accomplished by the contractor will provide technical support to VA Program merit review projects not available at VA. Dr. Tsuang previously completed the Next-Generation sequencing analysis on a schizophrenia program, and on an exome sequencing program in addition to additional subjects. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. The estimated/potential $375,000.00 Place of Performance: Seattle, WA ****************************************************************************** ****************************************************************************** This notice and any resulting contract or order conforms to the requirements in place through FAC 05-88 (effective 16 May 2016).
