Description
This is the entire solicitation with the PWS and clauses includes the evaluation factors. The CAIHS is in the process of procuring property, construction, and planning for the development of two Youth Regional Treatment Centers (YRTC) in California. The Southern California facility Desert Sage Youth Wellness Center (Desert Sage) will open to staff on June 27th and should be ready to accept youths by late fall, 2016. The YRTC's will provide comprehensive and holistic residential treatment for youths who have problems with alcohol and substance use disorders. Approximately 80% of the youths that are referred for residential services have a mental health diagnosis and problems in high schools. The consultant will act as psychiatric and addiction expert at the CAIHS. The consultant must have addiction medicine license/certification and will be responsible to provide training either in person or via webinars related to addiction, normal adolescent development, and Best Practice treatment modalities for staff members employed at YRTC's. In addition the contractor must demonstrate knowledge and experience in working within the California Area Indian Native American T/U health care delivery system. The information gathered regarding T/U ASAM levels and Substance Abuse Resource Inventory will be used by CAIHS and presented to the Centers for Medicare & Medicaid Services (CMS), Department of Health Care Services (DHCS) Mental Health and Substance Use Disorder Compliance Division, Tribal Leaders, and T/U clinics to obtain ODS status, and ultimately, SUD funding. Period of Performance. Contractor is to provide consulting services at the CAIHS, one (1) day each week, not to exceed eight (8) hours a day. Performance period for all consulting requirements will be July 1, 2016-June 30, 2017 or one-year from award. Award will be based on lowest priced technically acceptable using the non-priced factors in clause FAR 52-212-2 Evaluation--Commercial Items. Please follow the directions in clause FAR 52.212-1 Instruction to Offerors--Commercial Items. The lowest priced offeror will be evaluated first and if deemed technically acceptable will be the awardee. Pricing factor is an "hourly" rate. The price will be based on an hourly rate and applied to the work items.
