- The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing software packages for neutron activation analysis. The purpose of this notice is to identify organizations capable of providing equipment which meets these requirements. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. If at least two qualified small business sources are identified during this market research stage, and they are proposing equipment which complies with the Non-Manufacturer Rule standards/exceptions, this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334516* with a small business size standard of 1,000 employees. *The resultant solicitation may be released under NAICS 511210 - Software Publishers - however, because this is scientific/analytical software, NAICS 334516 has been selected for the purposes of this Sources Sought notice to direct the posting to those firms specializing in software for scientific equipment. NIST requires a software package for neutron activation analysis. The neutron activation analysis (NAA) software package shall be used to analyze gamma-ray spectra to identify and quantify the elemental composition of neutron activated samples. Quantification of the elemental composition shall be achieved by comparing the intensity of gamma-ray spectral features from samples of known composition (standards) with samples of unknown composition. The NAA software package should include the following capabilities to: 1. Interface with Genie 2000, a pc-based program by Canberra Industries, used to acquire and display gamma-ray spectra. Including capable of processing gamma-ray spectra stored in the Canberrra CAM file format. 2. Operate on a Windows 7 (32- or 64-bit operating system). 3. Include a user program interface with a run descriptor parameter file to allow users to designate an analysis procedure and provide analysis data parameters such as files to analyze, experimental parameters (e.g. t-zero values, nuclides to be analyzed, interfering nuclides for peak area corrections, etc). 4. Include an analysis process that is user initiated and provides automated and interactive peak search, peak fit, and peak area analysis through an interface to the Genie 2000 program and using peak search algorithms provided in Genie 2000. 5. Include ability for corrections related to decay, interferences and other experimental parameters. 6. Report results through an interface with Genie 2000 and provide output in specified report formats available in the Genie 2000 program. Interested business organizations that believe they may be capable of meeting some or all of NIST's desired specifications should provide: Specifications for products that can meet these 6 key requirements; sample input and sample output from the NAA software package along with a list of the capabilities of the package and documentation to demonstrate knowledge of neutron activation analysis procedures; and any other information contractors feel is relevant at their discretion.
