Description
NOTICE OF INTENT: The U.S. Census Bureau intends to award a noncompetitive contract to Orlin Research Group. The purpose of this procurement is to complete the development of the SIPP Data Tool and transition the maintenance to the Census Bureau. The Survey of Income and Program Participation (SIPP) is a household-based survey designed as a continuous series of national panels lasting approximately four years. The survey's mission is to provide a nationally representative sample for evaluating: (1) annual and sub-annual income dynamics, (2) movements into and out of government transfer programs, (3) family and social context of individuals and households, and (4) interactions among these items. SIPP data provide the most extensive information available on how the nation's economic well-being changes over time, a defining characteristic of the survey since its inception in 1983. To achieve this goal, the SIPP provides both cross-sectional and longitudinal estimates for households, families, and persons in the civilian noninstitutionalized population living in the United States. In 2014, a newly reengineered SIPP instrument entered production. The new design aimed to: (1) reduce costs, (2) improve data processing, (3) modernize the instrument, and (4) expand and improve the use of administrative records. The new design includes: (1) an annual interview (formerly administered three times a year), (2) use of Event History Calendar (EHC) methods, and (3) inclusion of key topical module content within each wave. To accomplish the shift to annual interviewing without a loss in data quality, the SIPP survey instrument collects several topics via an event history calendar (EHC). The EHC helps respondents recall information in a more natural "autobiographical" manner by using life events as triggers to recall other economic events. The 2014 panel design does not utilize topical modules as in prior production SIPP instruments; however, much of the traditional SIPP topical module content is integrated into the 2014 SIPP interview. Subsequently, all survey content is collected or validated during each wave of the panel. Any interested vendor in this procurement must fully demonstrate its capabilities and approach in meeting the following tasks and essential skills below: • Completing the IT Security Risk Management Framework Risk (RMF) Profile and Assessment process and attain Authorization to Operate (ATO) status for the internal instance of the SIPP Data Tool. • Deploy the external instance of the SIPP Data Tool on the server, participate in the IT Security RMF Profile and Assessment process and attain ATO status. • Load the internal and public use data from the 2014 SIPP Panel on the SIPP Data Tool. • Load the public use data from the Social Security Supplement on Retirement, Pensions, and Related Content on the SIPP Data Tool • Load the public use data from the remaining historical SIPP Panels (1984-1993) on the SIPP Data Tool. • Collaborate with Census Bureau program staff to develop a process for loading future data to the SIPP Data Tool. • Complete the development of the required functionality, specifically, the authentication requirements, the user registration requirement, and the splash screens. • Lastly, transition the administration and matinatance of the SIPP Data Toolto Census Bureau staff. A Firm Fixed Price contract is planned for a base period of 12 months with four 12 month option periods. The total estimated value of the base period is $234,000.00. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1, this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This notice of intent is not a request for competitive proposals. Interested individuals capable of doing this type of work must submit their written capabilities statements that demonstrate the identified tasks and essential/desirable skills and DUNS number via electronic submission at paul.w.boesch@census.gov. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
