- Information Technology Support Services-5 (ITSS-5) Introduction: The Department of Justice is developing an acquisition strategy for its requirement for Information Technology (IT) Services supporting the systems development life cycle (SDLC) of the Department's IT systems. This requirement will result in the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for large-scale systems integration acquisitions, and the integration, modification, and maintenance of current systems which will have significant impacts on future program needs in DOJ components. Since 1988 the DOJ has sought the services of the private sector to provide highly qualified and skilled individuals in all areas of Information Technology. As part of this process, we are seeking information concerning the capabilities and past performance of Service Disabled Veteran-Owned small business contractors interested in providing these services across DOJ Programs. Please note that this is a market survey for informational purposes only and is not a Request for Proposals (RFP). There is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with the instructions that follow. Instructions for Service Disabled Veteran-Owned Small Businesses: Respondents should include the information required in items 1-3 below. Please submit your response in Microsoft Word or PDF Format. All information should be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Information should not exceed two (2) one-sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Item 1. Company name, address, telephone number, a point of contact with e-mail address, and Data Universal Numbering System (DUNS) number. Verify small business size status as a Service Disabled Veteran-Owned Small Business under NAICS code 541512. Item 2. The Contractor's program management office shall be located within a reasonable radius (approximately 50 miles) of the Department of Justice headquarters at 950 Constitution Avenue, NW, Washington, D.C., including the necessary resources (i.e. management, technical and financial personnel working in that location) needed to support the ITSS-5 program. The location must be that which allows for the Contractor's staff to be able to travel to DOJ headquarters within a reasonable timeframe upon receiving an urgent call from the Contracting Officer's Representative (COR) or a higher level DOJ IT manager. To demonstrate compliance, the Contractor shall provide the complete address of the office that will function as the Contractor's ITSS program office, its resources onsite, and the location(s) of the staff that may be drawn upon to perform task orders. Item 3. A summary of the company's past performance in providing IT services during the past five years, including any on-going contracts in the following six (6) functional areas which are listed in descending order of importance: (1) Design, Develop, Test, Deploy; (2) IT Operations and Maintenance Support; (3) Help Desk Support; (4) IT Security; (5) IT Program Management; and (6) IT Planning and Enterprise Architecture Support. Include Contracting Activities/Agencies, contract numbers, contract value, contract period of performance, number of labor hours provided during the period of performance, whether your company served as a prime contractor or subcontractor, description of work performed, including size, scope, complexity and responsibilities, and a point of contact at the Contracting Activity (including email address and telephone number) who can verify the information you provided. Past performance may be from commercial and federal/state government contracts; however, similar support services performed for Federal government customers generally will be considered more relevant than those done for commercial or state government customers.
