- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with LTF SPA., located at Via Cremona 10, Antegnate Italy to provide a Galileo primary hardness measuring machine. The sole source justification is based on the following: NIST Requires a primary hardness measuring machine that can measure the Brinell, Rockwell and Vickers hardness test cycles with the following loads: -Brinnell dead-weight loads: 49.03 N, 61.29 N, 76.62 N, 98.07 N, 153.2 N, 245.2 N, 294.2 N, 306.5 N, 612.9 N, 980.7 N, 1226 N and 1839 N. -Rockewll dead-weight loads: 29.42 N, 98.07 N, 147.1N, 294.2 N and 441.3 N -Vickers dead-weight loads: 9.807 N, 19.61 N, 29.42 N, 49.03 N, 98.07 N, 196.1 N, 294.2 N, 490.3 N, 588.4 N, 980.7 N, and 1177 N Market research has shown that the Galileo primary hardness measuring machine, is the only primary hardness measurement device that can provide measurements on all three hardness scales and required dead-weight loads. Given these facts, the preferred vendor, LTF SPA is the only source reasonably available to provide the required replacement components. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 am EST June 9th, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
