Description

The National Cancer Institute (NCI), Center for Cancer Research (CCR), Animal Resource Program would like to procure three (3) Brand Name or Equal Perkin Elmer IVIS Lumina Series III Imaging Systems with installation and training. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC62593-24 includes all applicable provisions and clauses in effect through FAR FAC 2005-88 (May 2016) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. This acquisition is a 100% small business set-aside. I. Description of Requirement The CCR Animal Resource Program is managed through the Office of the Director (OD), CCR. The Animal Resource Program provides animal resources, training and education, imaging, and technology development in support of moving basic science discoveries to the clinical setting. New technology allows researchers to track cancer cells in real time in a critical setting, the tumor microenvironment. Vital tools have emerged to enable this process they include fluorescent molecules, luminescence kits, and most importantly, imaging instruments such as a IVIS Imaging System. Pre-clinical imaging systems provide tools for in vivo visualization, characterization and measurement of biological processes in small animals. Bioluminescence imaging is used extensively in cancer research for monitoring antitumor effects in murine models as it allows sequential imaging in individual mice that is highly sensitive and specific and is rapid and reliable. These new in vivo animal imaging systems will help meet the increased demand for this technology within CCR. Salient Characteristics for Brand Name or Equal Perkin Elmer IVIS Lumina Series III Imaging Systems: • A system that can provide higher throughput, rapid imaging and can accommodate multiple animals at the same time. Also, looking for an apparatus for anesthesia which further reduces hands-on time for the procedure. • An instrument with a highest degree of sensitivity of any optical imagining system and the gold standard for non-invasive small animal imaging sensitivity. • Should provide a higher signal:noise ratio for bioluminescence, which is critical for most investigator applications. • Should have multiple modalities to perform photographic, bioluminescent, radioisotopic X-Ray and fluorescent imaging. • Preferably with Andor Technologies Cooled CCD USB Camera • Should be able to clamp stable, should offer more stable, quantitative performance over a series of images, and should be able to compensate for drift in baseline. • Should have cutting edge strategies for reducing, and virtually eliminating auto fluorescent background and should be able to enhance fluorescence imaging sensitivity. • Should offer ultra-high NIR light transmission and should be able to control heat generation by integrating high temperature fiber optics. • All filters should be hard coated with sophisticated Ion Beam Sputtering (IBS) technology, with extremely durable hard glass substrate. • Should be able to signal of one or more fluorophores form tissue auto-fluorescence. • Should have the software to analyze fluorescent images when more than one reporter is used in the same animal model. • Should be able to image multiple fluorescent reporters simultaneously • Able to simultaneously provide bioluminescent, radioisotopic, x-ray and fluorescent imaging in one compact unit • integrated system design that incorporates the camera, cooling system, chamber and computer controls • Installation and training II. Delivery: Contractor shall deliver the item(s) within 6 weeks after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon award, contractor must notify the NCI Technical Point of Contact to schedule the delivery. III. Payment: Payment shall be made after delivery and acceptance by the Technical Point of Contact. Payment authorization requires submission and approval of invoice by the NCI COR and NIH Commercial Accounts. QUESTIONS ARE DUE: June 9, 2016 The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions. PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer.
