Description
Note: Previous NAICS Code is corrected from 336411 to 332993 and Solicitation number FA8672-15-D-0032 is hereby changed to FA8672-17-D-0001 This Notice of Contract Action (NOCA) is for the procurement of the Small Diameter Bomb II (SDB II) integration onto the F/A-18E/F. The SDB Program Office intends on awarding a seven (7) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) sole source contract and/or separate contract(s) under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to Raytheon Missile Systems (RMS), 1151 E Hermans Rd, Tucson, AZ 85756-9367. It is anticipated that the new contract will be awarded on or before November 2016. The Miniature Munitions Division requires the integration of the SDB II system onto the F/A-18E/F aircraft. The primary requirement will be to provide SDB II specific test assets. Test assets include ejection test vehicle, instrumented measurement vehicle, jettison test vehicle, separation test vehicle, guided test vehicle, weapon system simulators and wind tunnel models. Additional requirements include, but are not limited to: wind tunnel testing support and analysis of data, IMV flight test support, on-A/C pit test support, ESIL support, separation flight test support, weapon rate capture analysis, ground and flight test integration, mission planning, system performance specification updates, and logistical, management, and oversight of integration. The fulfillment of the supplies/services listed above requires substantial initial investment and an extended period of preparation for test asset design, engineering, and development. Integration must be complete by FY2019. The only known responsible source that can satisfy this requirement is Raytheon Missile Systems because they possess the required type of knowledge that could only be gained by years of experience in applying skills to the specific SDB II missile design, specific and detailed knowledge, and experience with SDB II software, missile design, special test assets and U.S. Government simulation facilities. In accordance with FAR 5.207(c), responsible sources may submit a capability statement which shall be considered by the Government no later than 15 days from this synopsis publication. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any capability statement will need to demonstrate how the source can meet the requirement without substantial duplication of time and pass through cost. The SDB II Original Equipment Manufacturer (OEM) will not provide SDB II test assets as a subcontractor and the Government is unable to provide test assets as Government Furnished Property (GFP). A build-to technical data package (TDP) for test assets is not available due to the on-going development of SDB II test assets. Date of closing response to this synopsis is 17 June 2016. The date of response to this synopsis for the SDB II F/A-18E/F Integration is fifteen (15) days after the date of this synopsis publication. The Air Force Life Cycle Management Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified.
