- FACILITIES INVENTORY JANITORIAL FREQUENCY CHARTS SERVICE CONTRACT ACT WAGE DETERMINATIONS STATEMENT OF WORK SOLICITATION This notice is being posted as an avenue to provide Request for Quotes, HSBP1016Q0059. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% 8(a) Small Business SET-ASIDE procurement for the local commuting area. The solicitation number is HSBP1016Q0059, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561720 with a small business size standard of $18,000,000.00 average annual receipts. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-87-1. Wage Determination Description of Requirement: The Contractor shall provide all management, supervision, labor, transportation, supplies, and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure a clean, neat and professional appearance at the CBP site. The Contractor shall provide custodial and related services in accordance with the requirements of this SOW. NOTE 2: IN ORDER TO BE CONSIDERED TECHNICALLY ACCEPTABLE, THE CONTRACTOR MUST SUBMIT THE FOLLOWING WITH THEIR PROPOSAL: Factor 1: Technical Capabilities The offeror shall list all equipment, supplies, and staff that will be necessary to perform the tasks listed in the Statement of Work (SOW). Local background checks must be submitted for all staff involved in this contract. Factor 2: Past Performance Offeror shall demonstrate an acceptable past performance record. Offeror shall provide references from the past three years, (up to 3 projects) for previous projects for services similar to the tasks described in the SOW. The Government may contact the offeror's references for information and may review performance ratings on file for prior Government projects the offeror may have performed. • Past performance information obtained from sources other than those identified by the offeror may be used. All relevant facts and circumstances gathered from information from the offeror's listed references and other sources of information available to the Government will be used to evaluate whether the offeror's overall past performance and quality of performance is acceptable. If an offeror has not had a chance to comment on negative past performace evaluation obtained, it will be given a chance during clarifications. An offeror without a record of relavant past performance for whom past performance is not available will be given a neutral rating. • The government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at https://www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems. Factor 3: Management Plan The Government will evaluate the management plan to see how the vendor plans on managing the tasks, personnel and equipment as stated in the statement of work. Factor 4: Price Contractor shall provide a Firm-Fixed price for each CLIN. Price will be based on the grand total for the base and all options years to include the six month extension. Offeror shall also break out labor categories, labor rates and estimated hours.
