Description
Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES. Description: The National Cancer Institute (NCI), Center of Cancer Research (CCR), Laboratory of Molecular Biology (LMB), plans to procure, on a sole source basis, a WIZARD2 automatic gamma counter system by PerkinElmer, 710 Bridgeport Avenue, Shelton, CT 06484-4794. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(2) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 1,000 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery will be within 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Laboratory of Molecular Biology pursues three (3) major areas of research to understand and treat cancer. One area comprises the study of antibody based cancer treatments for hematologic, liver and mesothelin based cancers. Another area is modeling of thyroid hormone based cancers. The third area focuses on basic biochemical processes of gene transcription, post-translational regulation, molecular chaperone systems that manage protein damage, and the localization and assembly of large protein structures. For the past 30 years, gamma counters from PerkinElmer have provided data acquisition and analysis to the LMB researchers and clinicians. Data acquisition and analysis are critical to advance cancer research and evaluate efficacy of many therapeutic agents for the researchers and clinicians of the LMB. For years, thousands of data acquisition and analysis are performed by an existing gamma counter by the LMB staff. This automatic gamma counter has allowed enhanced and timely data acquisition and analysis the LMB staff needs to perform their work whether they are doing medical research or performing clinical trials. The purpose of this requirement is to assure uninterrupted data acquisition and analysis. The automatic gamma counter assists researchers in accomplishing their work or clinicians in performing clinical trials. The automatic gamma counter shall allow NIH to use sensitive radioactive assays for measuring hormonal levels in preclinical models. The automatic gamma counter shall provide a mean to analyze the changes of growth factors associated with the outcome of clinical trials. Contractor shall provide the following: One (1) - automatic gamma counter detector with the following features: - all necessary power cords - 550 sample capacity - built-in computer operating in Windows 7 - built-in LCD touch screen for routine operations - ethernet and USB connections for printers and networking - live spectrum display of counts, CPM and CPS values - data files EXCEL compatible text files - Microsoft EXCEL Home and Office 2010 (including autoprint utility for CPM/DPM results) - System compatible calibration source - System compatible laser printer - 999 user protocols - settings for 48 nuclides in nuclide library - manufacturing according to ISO 9001 and ISO 13485 quality management systems - Racks with sample holders, 10x13 mm, quantity of 25 - 2 packages for 550 sample model - Sample holders for racks, quantity of 100 - ID label binder - ID label holder clips, quantity of /100 - Polystyrene tubes and caps, 3 mL, quantity of 1,000 - Transport tray - Decanting tool - Five (5) touch screen styluses - Training and support - system compatible data analysis software comparable to WorkOutPlus Data Analysis - Extended warranty & one (1)-annual preventative maintenance service This equipment is manufactured by PerkinElmer. The LMB has utilized automatic gamma counters manufactured by PerkinElmer for data acquisition and analysis for over thirty years. PerkinElmer is the only known manufacturer of an automatic gamma counter that specifically meets all of the stated technical and scientific requirements required by the LMB. If the NCI uses an alternate platform, its results will not be comparable to prior results of on-going studies. The performance characteristics and quality of the needed equipment are required for compatibility, consistency, and maintaining the integrity of on-going studies. A change would be disruptive to scientific compatibility and the ability to analyze any cumulative results. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 5:00PM EDT, on June 13, 2016. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
