This is a Request for Information Only; it is not a request for quotations or offers. This procurement requirement is to determine whether any small business can provide can provide these services listed below: CLASSIFICATION CODE: J061Maintenance and Repair of Power Distribute Equipment NAICS CODE: 811310 - Electrical motor repair and maintenance services, commercial and industries. Network-9 Contracting Office on the behalf of the James H. Quillen VA Medical Center, Corner of Lamont & Veterans Way, Mountain Home, Tennessee, has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Mountain Home area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government's acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and Mountain Home VA Medical Center are conducting market research for a Contractor to Laser Equipment & Services for the Department of Veterans Affairs (VA) at the Mountain Home VA Medical Center, Corner of Lamont & Veterans Way, Mountain Home, TN. 37684. Please review the draft Statement of Work (SOW) provided below before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. STATEMENT OF WORK: I.STATEMENT OF WORK: Furnish all labor, tools, parts, materials and equipment necessary to perform preventive and emergency maintenance on the generators located at the James H Quillen VAMC, Mountain Home, TN 37684. Work includes bi-annual, annual, semi-annual, and quarterly tests as specified herein. Resistive load bank testing shall be conducted in May of every year of the contract. Required response time in case of an emergency repair of maximum 2 hours. All coolant heater hoses are to be replaced with metal reinforced/armor clad variety "Change all fuel hoses for day tank, to and from day tank to generator and on the generator itself "Replace all belts, fan or other, on each generator "Furnish a tentative work schedule prior to beginning and documentation of all work completed. 2.Annual Testing & Maintenance (beginning in Dec 2016): "Fuel sample analysis to include cetane rating, water algae growth, Sulphur content. "Add fuel additive to inhibit growth and to absorb condensate water "Fuel system maintenance to include changing of primary/secondary fuel filter, fuel/water separator as applicable or any other fuel/water filter/separator in power system. "Pump water and sediment from main fuel tanks & day tanks "Check fuel level in main tank, day tank operation & fuel pressure at cylinder head (if applicable) "Pressure wash generator radiator (protecting sensitive electrical components from spray) "Drain lubricating oil, change oil filters, replace new lubricating oil per the manufacturer's specifications & record engine oil pressure "Check engine for oil leaks "Provide onsite make-up oil (1qt/engine cylinder) "Check engine water pump, cooling system hoses, coolant heater operation, coolant level and record freeze protection & add make-up coolant if required "Add rust inhibitor to cooling system "Check condition of belts and fan hub "Check and record operating temperature, verify temperature in correct range "Check for exhaust leaks or restrictions, condition of turbocharger (if applicable), mufflers, exhaust piping, supports and connections "Check air inlet systems, crankcase pressure & clean crankcase breather as necessary "Check condition of dry type air cleaner (include element replacement if required) or service oil bath type air cleaner "Check operation of all controls, pre-alarms & shut-downs, gauges & meters and clean control cabinet "Clean & check condition of batteries & cables and add distilled water to batteries to maintain proper electrolyte levels "Check battery voltage and operation of charger "Check condition of generator bearing, load circuit breaker operation (if applicable), conductors from generator to transfer switch or switchgear "Visually check transfer switch for proper operation and clean enclosure as required "Conduct 4.5-hour resistive load bank test for stationary generators and 2hr load bank test for the 2 portable generators (Kohler 500KW and Olympian 60KW) and furnish complete reports "Grease/lube fan hub, generator bearing and all other grease points if applicable 3.Semi-annual and quarterly testing & maintenance (beginning in Nov 2016):: "Inspect all fuel system components, drain water & sediment from fuel filters, and check fuel pressure at cylinder head (if applicable) and level in day tank "Check engine oil level (fill to proper level), check for leaks and record engine oil pressure "Check coolant level & add makeup coolant as required, condition of hoses, operation of coolant heater, freeze protection level "Check condition of belts "Check for exhaust leaks "Check condition of air filter element "Check operation of controls, shutdown and gauges & meters "Clean batteries & cables, check operation of charger, check battery condition and add distilled water as necessary "Check load circuit breaker operation (if applicable) "Visually inspect & check transfer switch for proper operation "Run generator and check for unusual condition of vibration, deterioration, leakage, high temperature or noise "Record all readings and present to facility personnel Semi-annual and quarterly testing & maintenance 4.
