- Sources Sought Notice Physiological Status Monitoring System Equipment The Marine Corps Systems Command, Quantico, Virginia is conducting market research to determine if there are a sufficient number of small businesses interested in and capable of meeting the Governments minimum requirements in accordance with the Salient Characteristics for Physiological Status Monitoring System Equipment as follows: The physiological status monitoring system must meet the following requirements: •1. be FDA 510K certified •2. weigh no more than 2oz and an ideal size of no larger than 4.25" x 3.25" x.5" •3. be fully rechargeable within approximately 1 hour •4. ability to operate between 20 and 120 degrees F and between 0-95% relative humidity •5. must be able to store no less than 24hrs of data •6. a battery life of no less than 24 hours •7. be able to interface with computer systems via USB •8. be able of obtaining 2 lead electrocardiogram (ECG) waveforms •9. sensor belt must be breathable fabric •10. sensor belt must be adjustable to accommodate a circumference of 31-48in The physiological status monitoring system must collect the following physiological measures: •11. electrocardiogram (ECG) waveforms (256Hz) •12. heart rate (up to 240 beats per minute) •13. skin temperature (0-60°C) •14. respiration rate (0-70 breaths per minute) •15. body core temperature by receiving telemetry data from core temperature pills •16. tri-axial accelerometry (X,Y,Z) with a sampling rate up to 256Hz •17. body position and motion status The physiological status monitoring system must support the following data manipulation: •18. ability to configure SEMs •19. ability to view live data and replay logged data •20. ability to determine energy expenditure The physiological status monitoring system must be able to accommodate addition configurations: •21. accept external sensors; oxygen saturation, galvanic skin response (GSR), and heat flux (HF) Equipment for the aforementioned Physiological Status Monitoring System which is Brand Name or Equal will allow Marine Expeditionary Rescue Squad (MERS) personnel to collect physiological data from Marines participating in the Marine Corps Load Effects Assessment Program (MCLEAP). The North American Industry Classification Standard (NAICS) Code for this project is 334519. Small Businesses are encouraged to respond to this Sources Sought Notice. It is requested that interested businesses submit to the contracting office a brief capabilities statement, no more than 5 pages in length (single-spaced, 12-point font minimum, not to exceed 2MB of data) that clearly details the firm's ability to perform all aspects of this notice. The package must also address relevant experience in performing efforts of similar size, scope and complexity within the last three years to include contract number, indication whether a prime or subcontractor, contract value, contract point of contact and current telephone number. Contractors are reminded that THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR QUOTE/PROPOSAL. THERE IS NO SOLICITATION AT THIS TIME. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified small business sources capable of performing the described work. Responses to this Sources Sought Notice shall not constitute responses to a solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Sources Sought Notice is not to be construed as a commitment by the Government. Respondents will not be notified of the results of any government assessments. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The information received will be utilized to assist in formulating the acquisition. No proprietary, classified, confidential, or sensitive information should be included in your response. SCOPE OF WORK: The equipment requested is to supply Physiological Status Monitor Equipment in accordance with the salient characteristics listed above.
