Electronic Health Record Project Management Support Services RFI Department of State Office of Medical Services Request for Information (RFI) No. SAQMMA16I0047 For Project Management Support Services (PMSS) 1.INTRODUCTION As part of the Electronic Health Record (EHR) Implementation Project, the Department of State's Office of Medical Services (MED) is releasing this Request for Information (RFI) to begin its search for Project Management Support Services (PMSS) to support the deployment of a commercial off-the-shelf (COTS) ambulatory Electronic Health Record (EHR). The EHR will be deployed at U.S. diplomatic missions worldwide. This RFI is for planning purposes only. This is not a pre-solicitation or solicitation announcement and no contract will be awarded from this notice. The purpose of this RFI is to gain knowledge of the interest, capabilities and qualifications from the industry that can be used to satisfy the Project Management Support Services (PMSS) requirements. It is not to be construed as a commitment by the Department of State (DOS). It does not constitute a Request for Proposal (RFP) or promise to issue a RFP in the future. Responses to this notice shall not be construed as offers and cannot be accepted by DOS to form a binding contract. The Department of State will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI will not preclude participation to any future Request for Proposal (RFP) if issued. 1.1. BACKGROUND The Office of Medical Services manages a worldwide health care network providing medical services for employees and their families serving abroad with the State Department and other associated Foreign Affairs agencies. MED is comprised of a central office located in Washington DC (MED Washington) and Health Units (HUs) located at over 200 diplomatic missions in approximately 170 countries. MED has a staff comprised of physicians (RMOs), psychiatrists (RMO/Ps), nurse practitioners (MPs), physician assistants (MPs), nurses, social workers, medical laboratory scientists, and administrative personnel working in Washington, DC and in Health Units in U.S. Embassies and Consulates around the world. MED provides primary medical care and support to over 60,000 Foreign Service and other U.S. Government personnel and their families posted overseas. In addition to providing primary medical care, MED provides mental health care, coordination of local medical care, medical evacuations (medevacs), and medical clearance assessments. Overall, MED's practice environment is relatively low volume and low acuity. MED does not provide in-patient care, does not currently limit its providers to a formulary, and does not bill for its services. MED's use of information technology currently includes deployment of an electronic medical record (EMR) system in limited locations for the adjudication of medical clearances for personnel being assigned abroad. MED also has implemented electronic prescribing, and has a robust system for managing scanned medical documents. Telemedicine is also widely used to support MED's overseas operations The overseas Health Units vary in size and capabilities: Large Health Units are staffed with a mix of RMOs, RMO/Ps, MPs, and locally hired clinical personnel including Registered Nurses (RNs), physicians (MDs), Medical Technologists, and Pharmacists. Large Health Units provide a full range of MED health services including primary care, local hospitalization, and regional administrative support. Medium Health Units are staffed by either a RMO or MP and a limited number of locally hired clinical and administrative personnel. Medium sized Health Units provide on-site primary care but often medevac hospitalizations or complex cases. Small Health Units, often a consulate or embassy in a small country, are generally staffed by a local hire RN and occasionally a local hire MD, both of whom may only be on-site on a part-time basis. Small Health Units generally provide immunizations and first aid care, and have a very low threshold for medevac. Medevac Centers are large Health Units and are typically staffed with a mix of RMOs, RMO/Ps, MPs, RMLSs, and locally employed MDs, RNs,, and administrative personnel. Regional Medevac Centers coordinate medical evacuations, provide primary healthcare, and coordinate administrative functions. In Washington, DC MED operates the following clinical and administrative functions: •Examination Clinic - performs medical clearance physical examinations for personnel being assigned overseas; •Laboratory (College of American Pathologists certified) - processes laboratory samples internally, and through an external reference laboratory; •Travel Health and Immunization Clinics - provide immunizations and limited occupational health care; •Mental Health Services - provides specialized mental health evaluations and support; •Foreign Programs - a centralized office to coordinate medical evacuations worldwide; •Medical Clearances - reviews and processes approximately 30,000 medical clearance determinations annually; •Medical Records - performs the input of electronic documents to the EMR and release of electronic medical records to patients; •Medical Informatics - maintains the current EMR system for MED; •Quality Improvement - coordinates MED's quality assurance initiatives as well as professional credentialing and related functions; •Health and Safety - supports occupational health, industrial hygiene and health promotion/wellness programs; •Executive Office - provides administrative support including Budget and Finance, Human Resources and General Services. 1.2. ORGANIZATION: Office of Medical Services (MED) 1.3. IDENTIFICATION: US Department of State 1.4. MISSION: MED's mission is to safeguard and promote the health and well-being of America's diplomatic community. 1.5.OBJECTIVE OF RFI The Department of State's Office of Medical Services (MED) hereby issues this RFI to survey the market for potential vendors capable of providing and performing Project Management Support Services (PMSS) to assist MED's implementation of a globally deployed EHR system. MED is interested in information about specific capabilities from businesses that provide Project Management Support Services (PMSS) through all phases of the EHR project life cycle. This includes, but is not limited to, initiation and planning, execution, monitoring and controlling, training, implementation, go-live support and close out of the EHR system. 1.6. RFI - INSTRUCTIONS FOR RESPONDENTS 1.Responses to this RFI must be concise and total no more 10 pages. The cover page, cover letter, and table of contents, are not included in the total page count. The submissions must be in sufficient detail and clarity to provide DOS with the information it needs. 2.Font should be Times New Roman, 12 point. 3.Sales brochures, videos, and other marketing information materials will not be reviewed. 4.Cost or price information is not solicited and will not be reviewed. 5.No phone calls related to this RFI will be accepted. All correspondence shall be via email addressed to the Contracting Officer (CO). All responses must include the following information: a.Company Name b.Company Address c.Company Business Size d.Commercial and Government Entity Code (CAGE) e.Current North American Industry Classification (NAICS) Codes f.Point-of-Contact name, telephone number, and email address g.Existing contracts held by company that would work (e.g. GSA Schedule) Capabilities 1.Provide a summary of your company's relevant experience in conducting business with a Federal Agency. 2.Describe your company's relevant experience as a project management integrator. 3.Describe your company's relevant project management experience with EHR planning, implementation, integration, training, go-live support, and system optimization. 4.Describe your company's project management approach in implementing an ambulatory EHR system in MED's global enterprise environment as described above. 5.Discuss your company's experience and/or approach with providing modular and scalable solutions to your customers. 6.Please discuss any relevant project management implementation lessons learned and best practices. 7.Describe your company's relevant experience in deploying an EHR cloud computing solution. 8.Provide a summary of your company's knowledge of and experience with Federal Risk and Authorization Management Program (FedRAMP). 9.Describe your company's experience with Federal Information Security Management Act (FISMA) and National Institute of Standards and Technology (NIST) 800-53 standards. 10.Discuss how your company would provide training to a globally dispersed end-user population.
