- Redacted Justification & Approval for RFL Upgrades Reserve Fleet Labor (RFL) System Upgrades Statement of Work This is a Notice of Intent to award a sole source purchase order using FAR Part 13. The Department of Transportation, Maritime Administration (MARAD) has a requirement for the procurement of services to upgrade Reserve Fleet Labor (RFL) and Reserve Fleet Labor Lite (RFLLITE) databases located at each of MARAD's reserve fleets. Period of Performance is 20 June 2016 through 30 September 2016. MARAD intends to award a firm-fixed price sole source purchase order to Sabochick Consulting, located at 6384 Folsom Drive, Beaumont, TX 77706-7265, under the authority of FAR 6.302-1, Only one responsible source. Sabochick Consulting is the developer of the database and has proprietary knowledge of the program as well as intimate knowledge of the reserve fleet labor accounting and reporting requirements. Sabochick Consulting is a small business. The associated NAICS Code for this requirement is 541511 and the Small Business Size Standard is $27.5 million. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. However, interested parties may identify their interest and capability to satisfy the Government's requirement by emailing their capability statement to Erika.Matthews@dot.gov no later than 2:00 p.m. EST on June 10, 2016. Capability statements must include documentation establishing the ability to satisfy the Government's requirements. Any information received will be considered for the purpose of conducting a competitive procurement.
