- Electrical Systems Engineering Services (ESES III) DRAFT Statement of Work (SOW) The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Electrical Systems Engineering Support Services (ESES III) to support the Applied Engineering Technology Directorate (AETD). The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The NASA/GSFC requirements include the following: The Applied Engineering and Technology Directorate (AETD) plans, organizes, and conducts a broad range of technical research and development activities in support of science applications. The AETD is responsible for providing engineering expertise and support in the design, development, fabrication, integration, test, and verification of components, subsystems, systems, science instruments, and complete spacecraft for multiple projects. The specific components, subsystems, systems, and science instruments are ultimately integrated into the spacecraft to form a science observatory. It is these observatories that are launched to fulfill the mission of the GSFC. The AETD comprises five engineering divisions: the Mechanical Systems Division (MSD), the Software Engineering Division (SED), the Instrument Systems and Technology Division (ISTD), the Electrical Engineering Division (EED), and the Mission Engineering and Systems Analysis Division (MESA). The principal purpose of ESES III is to provide Electrical Systems Engineering support services and related work to the Electrical Engineering Division (EED), Instrument Systems and Technology Division (ISTD), Information Services Division (ISD), Mission Engineering and Systems Analysis (MESA) Division, and related organizations, as required, for the study, design, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The complete statement of work for the Electrical Systems Engineering (ESES III) is hereby provided as a point of reference. This document and its attachments are for information and planning purposes only and is to allow industry the opportunity to submit responses describing their relevant capabilities for the ESES III requirement. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors having the required specialized capabilities to meet the above requirement should submit a capability statement of 25 pages or less indicating the ability to perform Functions 2 through 4 of the SOW. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). This RFI is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information requested. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government does not intend to acquire a commercial item using FAR Part 12. The Government reserves the right to consider a small business or 8(a) set-aside business based on responses hereto.
