Description
The Library of Congress (Library) requires contract support to create, execute, implement, schedule, and measure a comprehensive media campaign to inform eligible participants about the National Library Service for the Blind and Physically Handicapped (NLS) braille and talking book program and encourage enrollment. The basic audience comprises those who are eligible for the free library service: individuals who cannot see to read regular print or who cannot handle printed material because of a physical disability. Students of all ages, individuals 65 years of age and older, veterans, and working professionals who meet one or more of these requirements are the focus of this campaign. Friends, families, and professionals (ophthalmologists, physicians, rehabilitation specialists, etc.) who serve the target audience are subsidiary audiences. The campaign must be able to track the success of the campaign by growth in the readership of the national braille and talking book campaign. ***NOTE: The due date for proposals on this RFP is 12:00 NOON EST on June 8, 2016. The current RFP has been revised to include an expanded campaign using television and alternative media outlets. The Library anticipates investing approximately $5 -$7 million over three years in a comprehensive digital media campaign that includes television to reach persons eligible for the braille and talking-book program.
