- Request for Information (RFI) for the Roll-On Beyond Line of Sight Enhancement (ROBE) Tactical Information Gateway Set (TIGS) This synopsis is to announce that the Air Force Life Cycle Management Center (AFLCMC) intends to negotiate a sole source contract to Northrop Grumman Systems Corporation to provide Contractor Logistics Support (CLS) and Subject Matter Expert (SME) support to sustain the AN/USQ-175 Communications Control Set (CCS), more commonly referred to as the Roll-on Beyond Line of Sight Enhancement (ROBE) Tactical Information Gateway Sets (TIGS). This contract will include Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost Reimbursable (CR) line items. This contract will also contain one basic 12-month ordering period (10 Mar 2017 - 9 Mar 2018) and four 12-month annual ordering periods (through Mar 2022) providing a total of five years of performance. These services are currently provided by a Firm Fixed Price contract with the US Government for the period of 11 Mar 2016 - 10 Mar 2017. The solicitation is expected to be released on or around 3 Jun 2016. Contract award is expected to be issued on or around 9 March 2017. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source, to the Original Equipment Manufacturer (OEM), Northrop Grumman Systems Corporation, 2340 Dulles Corner Blvd, Herndon, VA 20171, CAGE: 0RBN7, under the authority of FAR 6.302-1. Justification: Services are available from only one source and no other services will satisfy agency requirements. Foreign participation in this acquisition is not permitted. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 45 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of the buyer or PCO identified above for additional information and/or to communicate any concerns related to this acquisition.
