A question was asked in the open session of Industry Day, and potential offerors were told that the max was a fifty (50) year lease. Current wording alludes to a longer lease, but leaves some confusion. Does the HRO propose the duration? Answer: Yes, the HRO proposes the duration but shall demonstrate that the length/term of Lease proposed is reasonably necessary or otherwise required. Congress was informed that the lease would not exceed 50 years.
