- Clauses COMBINED SYNOPSIS/SOLICITATION FIBER OPTIC FUSION SPLICER (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ3000-16-00955DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. (IV) This procurement is being issued as a Total Small Business Set-Aside. The associated NAICS code is 335921. The small business size standard is 1000 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN 0001 Fiber Optic Fusion Splicer as specified below. (VI) Description of requirements is as follows: A fiber optic fusion splicer is needed for construction and field-repairs of a custom-built fiber laser system. This laser system is an integral component of a custom-built instrument that is used to measure atmospheric sulfur dioxide. The laser system was constructed in collaboration with researchers at NIST, Boulder, using fusion splicers maintained in their laboratories. Due to upcoming field activities where the SO2 instrument will be deployed overseas, we require our own fusion splicer that we can take with us to perform any necessary repairs in the field. Technical Specifications: The fusion splicer shall: 1) Be capable of splicing single-mode polarization maintaining (PM) fibers with cladding diameters of 80 - 400 m and insertion loss of < 0.1 dB. 2) Be capable of splicing multi-mode fiber with cladding diameter of 125 m and insertion loss of < 0.05 dB. 3) Include accessories with the capabilities for stripping and cleaving the fibers to prepare them for splicing. 4) Operate as a stand-alone unit with integrated display and controls - no additional computer required. 5) Include software and programs to automatically splice common fibers such as 5/125 m PANDA and 105/125 m multimode fibers. 6) Be reasonably portable: volume < 1000 in3 and weight < 20 lbs. Background: Fiber optic fusion splicers are relatively common devices that are manufactured and distributed by many companies worldwide for maintenance of telecommunication fiber optic cables. Most of these fusion splicers however do not have the capability of splicing polarization-maintaining (PM) fibers, which our laser system is constructed with. Delivery: August 1, 2016 (VII) Delivery shall be FOB Destination to: NOAA, 325 Broadway, Bldg. 22, Boulder, CO 80305-3328 (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2015), applies to this acquisition. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Enter specific Instructions below 1. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to doris.p.turner@noaa.gov. 2. At a minimum the contractor shall provide the following information: a) Point of contact name, telephone and E-mail address. b) DUNS Number (IX) Offers will be evaluated solely on price. The Government intends to award a firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (X) FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (NOV 2015) SEE ATTACHED. The offeror shall complete the annual representations and certifications electronically in System for Award Management at https://www.sam.gov/portal/public/SAM/. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr 2016) applies to this acquisition. Questions should be received no later than 5:00 P.M. MST, 06/13/2016. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 3:00 P.M.
