The Government is seeking to identify qualified sources under the North American Industry Classification System (NAICS) code, 541310 (Architectural & Planning Services). Offerors shall identify under which NAICS code(s) they are registered and qualified to perform. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) AND IS NOT A REQUEST FOR A STANDARD FORM 330; nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The National Institute of Standards and Technology (NIST), Gaithersburg, MD is seeking capability statements from Architect & Planning (A-P) firms interested in proposing on an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architectural and planning services for real property planning, programming and management support for NIST. This multiple award IDIQ contract will have a shared capacity of $9.9 million. This market research will aid the Government in determining what firms possess the capability to execute the requirements within this notice. Project Description: The National Institute of Standards & Technology (NIST) has a Research & Development (R&D) facility with 52 buildings located on 232 hectare (578-acre) site in Gaithersburg, Maryland. The NIST site has approximately 3,424,353 gross square feet (GSF) of floor space including R&D, office, and service areas. The majority of the buildings are brick exterior in construction and are approximately 45 - 55 years old. The selected most highly qualified firm will provide assistance to NIST, Office of Facilities & Property Management, (OFPM) Capital Asset Management (CAM) Group's Planning and Space Management Team on a project-by-project basis in developing and implementing the campus master plans providing expertise in transportation and facility planning and analysis; overseeing activities that impact the use, appearance and environmental quality of NIST controlled sites; and providing technical liaison with other agencies and community organizations. Projects may focus on, but not limited to, scientific research laboratory facilities, containment facilities, administrative offices, and support facilities such as conference centers, food service facilities, public spaces and libraries. The comprehensive scope of the typical Planning and Space Management Team studies may involve all architectural and engineering design disciplines needed to accomplish the following: • Master Planning and Project Planning, including utility, environmental, land use and transportation planning: o Space Programming and Functional Planning o Program of Requirements (POR) o Security/Safety Studies o Risk Assessment Studies o Structural Studies o Massing Studies o New Building and Facility Concept Designs o Building Reuse Studies • Infrastructure Studies (mechanical, electrical, data and communications, etc.); • The National Environmental Policy Act (NEPA) documentation and analysis, including environmental assessments (EAs) and environmental impact statements (EISs); • Historic preservation, including HABS HAER documentation, survey and documentation of inventory of NIST property resources (buildings, landscapes, districts, outdoor sculpture, furnishings), and Determinations of Eligibility and assistance with Section 106 Consultations; • Transportation planning, including vehicle counts, traffic studies, and way-finding • Cost estimates at a conceptual level for Design, construction, and total project costs; • Feasibility studies; • Project development schedules (from conceptual planning through facility occupancy, including any requisite phasing) Licensed or certified professionals that may be required to support this possible IDIQ contract include: o Archaeologists o Architects o Civil Engineers o Code Review Experts o Constructability Advisors o Cost Estimators o Electrical Engineers o Environmental Engineers (Conservation) o Environmental Scientists o Geotechnical Engineers o Historic/Cultural Preservation Consultants o Industrial Hygienists o Laboratory Planners o Landscape Architects o Land Use Planners o Mechanical Engineers o Registered Fire Protection Engineers o Security/Blast Assessment Consultants o Structural Engineers o Traffic Engineers o Urban Planners o Vibration Consultants o Way Finding and Signage Specialists Interested small and large business firms who meet the capability requirements identified in this notice are requested to reply to this announcement with a response to the specialized qualifications below. If no experience or capabilities are associated with a particular requirement, so indicate. Based upon the responses received from small businesses, consideration will be given to determine if this acquisition can be set-aside for small business competition.
