- Appendix A, Multi-Channel Infusion Pump (MCIP) Sources Sought Questions Draft Statement of Work (DSOW) for the Multi-Channel Infusion Pump (MCIP) Multi-Channel Infusion Pump (MCIP) Sources Sought (SS): #WNUK-16-007 Agency: Department of the Air Force Office: Air Force Life Cycle Management Center (AFLCMC) Location: Wright-Patterson Air Force Base NAICS code: 339112, Surgical and Medical Instrument Manufacturing, Size Standard: 1000 General Introduction: 1. The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division (AFLCMC/WNU) is conducting a market assessment to identify potential sources, and companies that may possess the expertise, capabilities, and experience to respond to the requirements listed in this document. AFLCMC is issuing this SS to explore cost effective options to provide this capability and to obtain valuable feedback in regards to the medical device performance requirements outlined in Attachment 1, Draft Statement of Work (DSOW). This SS is issued solely for information and planning purposes and will be considered to determine the acquisition strategy for Air Force Multi-Channel Infusion Pump. 2. The intent of this notice is not a request for competitive proposals. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this SS or any follow up information requests. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this SS will be solely at the responding party's expense. 3. AFLCMC is not seeking proposals at this time, and will not accept unsolicited proposals. 4. Not responding to this SS does not preclude participation in any future Request for Proposals, if any is issued. Small Businesses are encouraged to provide responses to this SS in order to assist AFLCMC in determining potential levels of competition available in the industry, as well as helping to establish a basis for developing any subsequent subcontract plan goal percentages. The acquisition strategy is still being determined. Market research results will assist the Air Force in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition. If it is a small business set-aside, FAR 52.219-14, Limitations on Subcontracting will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they could comply. 5. Note that, if there is sufficient demonstrated interest and capability among small business contractors, then it may be determined that a small business set-aside is appropriate. A key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the cost of manufacturing the supplies, not including the cost of material, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting or qualify as a Non-manufacturer IAW 13 CFR §121.406(b)(2). If it is determined that a small business set-aside is appropriate, and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. If this effort is not set-aside for small business, small business utilization will be considered. Large and small businesses should provide a reasonable expectation for small business utilization as a percent of total contract value as well as supporting rationale for the recommended percentage. 6. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the FedBizOpps (FBO) site for additional information pertaining to this SS. 7. Responders are solely responsible for all expenses associated with responding to this inquiry. This announcement is not to be construed as a formal solicitation. It does not commit the government to reply to the information received, or to later publish a solicitation, or to award a contract based on this information. 8. Companies may be contacted if additional information is needed to fully understand the marketplace and/or comments to the requirements presented in the DSOW. Purpose: The purpose of this SS is to gather information on the current state and availability of vendors which are capable of providing necessary replacement and safety improvements to the Multi-Channel Infusion Pump (MCIP). The Government is requesting feedback on the requirements contained within the DSOW as well as the competitive possibilities within the marketplace based on the DSOW. The goal of the AF requires the complete qualification and beginning of Engineering Manufacturing and Development within FY17. The feedback received will be used to assess if the requirements in the DSOW are achievable and verifiable. Multi-Channel Infusion Pump Requirements: The MCIP requirements are listed in the attached DSOW. Please document any feedback to each of the questions and requirements. The scope of your comments should include the following: 1. Your ability to meet each of the requirements in the specified timeframe; 2. Recommended changes to the requirements based on your capabilities; 3. State how the suggested changes impact the development cost, production cost, and schedule; 4. Describe your solution(s) and its existing capability. Provide a description of each principal component of your system (e.g. physical properties, performance, packaging required); 5. Describe your existing or planned production capability;   Questions: Responses to questions from interested parties will be promptly answered and posted on the FBO website, unless some release of proprietary information is involved or the answer addresses a question specific to a company or that company's response. Post submittal, one-on-one information sessions with respondents are not contemplated; however, they may be offered to responders to clarify the government's understanding of their submittal, the capability ramifications, or to discuss their business approach. Information feedback sessions may be offered to respondents after the SS assessments are completed. Marketing materials are considered an insufficient response to this Sources Sought. 5. Please provide the following (or similar) Rough Order of Magnitude (ROM) cost information. Page length should be no more than 1-2 pages independent of the technical information. This section of your response should provide estimated costs for EMD effort(s) and future production costs. a. Specifically for EMD ; include the estimated cost to perform the SOW tasks necessary for development of the MCIP, all required qualification testing needed to verify the MCIP system ability to meet the stated requirements and include estimated quantity and price to build EMD units; including the cost to produce four (4) production representative units deliverable to the U.S. Air Force. The ROM should include the estimated number and type of tests required to meet the stated requirements to include obtaining FDA substantial equivalence; b. Specifically for production ; provide an estimated total per unit cost ROM, assuming a minimum production quantity of 3,700 units over 5 years. Include all potential production quantity price break levels and associated unit cost ROM. 6. Respondents should indicate which portions of their responses are proprietary and mark accordingly. All information received in response to this SS that is properly marked as "proprietary" will be handled accordingly. Proprietary information must be clearly marked on the outside container and on the materials inside.
