- NASA/GSFC plans to award a follow-on contract, Goddard Logistics Technical Information (GLTI) Services II, to provide support to the NASA/GSFC Information and Logistics Management Division (ILMD). The ILMD is responsible for providing expertise to develop, innovate, and advance all NASA GSFC's information and logistics management needs to meet Earth science, space science and exploration mission requirements. The principal purpose of this contract is to obtain logistics and technical information services in an environment in which the contractor manages the daily operations while achieving: maximum cost-effectiveness, highest customer satisfaction; and compliance with applicable federal laws, regulations, and ILMD procedures. The place of performance for GLTI II is NASA Goddard Space Flight Center, Greenbelt, MD; NASA Headquarters, Washington, DC and Wallops Island, VA. It is anticipated that the subject contract will be a Cost-Plus-Fixed-Fee (CPFF), with Technical Performance Incentives contract with a five year period of performance. The period of performance will be 12 months from the anticipated contract award date of on or about August 1, 2017 with 4 option periods. The Government anticipates a release of the Draft Request for Proposal (DRFP) on or about June 16, 2016. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the statement of work (SOW). No proposal/offer is to be submitted during this posting. The Government anticipates a release date for the Request for Proposal (RFP) on or about August 12, 2016, with an anticipated offer due date on or about September 12, 2016. The government anticipates award of a resultant contract on or about June 30, 2017. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a full and open competition. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 21%; Small Disadvantaged Business Concerns (SDB) 5%; Women Owned Small Business Concerns (WOSB) 4.0%; Historically Black Colleges & Universities 0.5%; HUBZone Small Business Concerns 1.5%; Veteran-Owned Small Business Concerns (VOSB) 4.0%; Service-Disabled Veteran-Owned Small Business Concern 2.3%. The NAICS Code and Size Standard are 561110 and $7.5M, respectively. All responsible sources may submit an offer when applicable, which shall be considered by the agency. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
