THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH FAR 15.201(e). PRICING SHALL ONLY BE USED FOR PLANNING PURPOSES AND SHALL NOT BE USED AS AN EVALUATION AGAINST ANY POTENTIAL OFFEROR SHOULD A SOLICITATION ARISE FROM THIS RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification, hubzone, 8(a), small, small disadvantage, veteran owned small business or service disabled veteran owned small business) relative to NAICS 339112 (size standard of 1000 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide a Intra-vascular Athrectomy device that utilizes Optical Coherence Tomography (OCT) guided therapy system necessary to analyze the internal lumen of vascular structures, to effectively and efficiently perform Peripheral athrectomy procedures and at a minimum must meet the following salient characteristics for the VA San Diego Healthcare System: "Portable Athrectomy Cart that provides OCT "Imaging workstation with imaging archiving options. " Back to Back monitors on Cart to Physician and Staff can operate the unit. "Ability to manage tip rotation and imaging speed to 30, 45 or 60 RPM. "Real Time OCT "Ability to view vessel morphology in both cross-sectional and waterfall views. "Provides for intravascular catheter orientation. "Maneuverability through small vessels with 5fr sheath compatibility. "Navigate distal lesions with a choice of 135cm and 150cm catheters "Ability to correlate media/ lateral position on the console with Fluoroscopy. "Reinforced Distal Coil catheter. "LightBox Compatibly "Must be compatible with Avinger Ocelot and Pantheris catheters. The information identified above is intended to be descriptive, not restrictive and to indicate the quality and services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the services that fulfill the required specifications. If a solicitation is published, a site walk thru may be available in order to address key details. If you are interested, and are capable of providing the sought out supplies, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small; (2) If small, does your company qualify as a small, emerging business, or small disadvantaged business; (3) If disadvantaged, specify under which disadvantaged group and if your company is certified under Section 8(a) of the Small Business Act; (4) Is your firm a certified "Hubzone" firm; (5) Is your company a woman-owned or operated business; (6) Is your company a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business; (7) If your company has FSS GSA contract, please provide the contract number and (8) Your capabilities in regards to the items being sought out. Responses to this notice shall be submitted via email to fredy.arteaga@va.gov. Telephone responses shall not be accepted. Responses must be received no later than Friday, June 10, 2016 at 1:00 p.m. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
