- DESCRIPTION This Sources Sought Notice is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Federal Government from the USDA Forest Service, Intermountain Region (Region 4). No award, cooperative agreement, grant, or contract will be made on the basis of the Sources Sought Notice responses. Any information submitted by respondents is strictly voluntary and payments will not be made for the preparation of any information submitted to the Government in response to this Sources Sought Notice. Responding to this notice does not guarantee participation in any future activities. BACKGROUND The Forest Service (Region 4) is conducting market research regarding the availability of potential sources to support Region 4 in its collaborative forest plan revision process. The Intermountain Region ("R4," or "Region") of the US Forest Service is beginning revision of forest plans to comply with the requirements of 2012 Planning Rule ("the Rule"). A major requirement of the Rule is to engage the public throughout all steps of the process. SERVICES SOUGHT To support the Region in its collaborative forest plan revision process, the Region is seeking sources that have worked with a broad and diverse group of locally-relevant agencies, groups and other stakeholders, including the public, various levels of county, state and federal agencies, environmental groups, industries, nonprofits, etc. on impactful and potentially divisive land management and environmental topics that have social, political and/or economic factors. Proposed acquisition will require that prospective contractors to have experience and expertise in providing the following services: 1. Stakeholder Assessments, including confidential interviews and situation assessments 2. Process design that can be implemented by the Forests and includes: a. develop the strategy for public engagement on assessments, b. plan components, and c. monitoring plans that include identification of key products and messages to produce for/after each meeting, facilitation strategies and desired outcomes at each stage d. process techniques for keeping meetings on tasks. 3. Capacity building for public engagement in the Forest Plan revision process. 4. Best Practices for resolving conflict 5. Support in implementing process design 6. Organizational Training on conflict resolution, meeting facilitation, and collaboration best practices 7. Consultation and Facilitation Considered sources for such services may include large, non-profit, and small businesses; small businesses (8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business. Instructions to Prospective Offerors/Vendors responding to this Sources Sought Notice must provide : 1) brief documentation describing relevant experience and/or capabilities, including experience working in the Intermountain Region (Region 4) and the State of Utah; 2) provide your business size, socioeconomic designation, and DUNs number; and 3) indicate if you are currently a GSA schedule holder for these services (include GSA Contract No.). Supporting documentation should include knowledge and experience working on land management projects requiring public engagement, process design, collaboration and facilitation, and a description of expertise and experience working with the locally-relevant groups including: members of the public, federal agencies, state agencies, county government, environmental groups, and nonprofits. Also include descriptions of any current or past projects for similar work. Response must be submitted as a.pdf or Microsoft Word format. Information provided in response to this Sources Sought Notice should not exceed 15 pages total. Your company should only contact the Contracting Officer issuing this notice if there are questions about any aspect of this Sources Sought Notice. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. An organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Responses to this notice will NOT be considered adequate responses to any resulting solicitation.
